The County of DeKalb, GA (the "County"), is soliciting sealed Bids for Seminole Road MSW Landfill 2026 Gas Collection and Control System (GCCS) Expansion . Bids are to be submitted via the County's eProcurement Portal via https://procurement.opengov.com/portal/dekalbcountyga PRIOR TO 3:00 pm on Friday, February 20, 2026 . Late Bids will not be accepted.
The project work to be performed by the Contractor consists of furnishing all labor, materials, equipment, tools, transportation, services, incidentals, and
performing all work necessary to complete the project, in place and ready for service in accordance with the plans and specifications prepared therefor and generally includes but is not limited to the following items:
1. Construction staking/system layout/surveying prior to construction.
2. Installing below grade Polyvinyl Chloride (PVC) and High-Density Polyethylene (HDPE) landfill gas (LFG) extraction wells.
3. Installing below grade HDPE horizontal collectors and rock targets on existing and proposed horizontal collectors
4. Installing below grade HDPE LFG laterals and header, air supply line, and liquid conveyance line.
5. Installing gas wellheads, including fittings, valves, tubing, hoses, clamps, regulators and filters, and related appurtenances.
6. Installing new pumps, including tubing, clamps, and related appurtenances.
7. Installing new litter fence and repairing existing litter fence.
8. Installing stationary and portable odor control system.
9. LFG well abandonments.
10. Connection of the Gas Collection and Control System (GCCS) Expansion to the existing GCCS.
11. System start-up and testing
12. Conformance surveying
13. Providing as-built documentation (record drawings)
