Summary

Washington County Behavioral Health Division is requesting Letters of Intent (LOIs) from qualified organizations to provide fidelity Assertive Community Treatment (ACT) services for Washington County residents who are uninsured or underinsured, funded through Washington County General Funds. Funding through this LOI will not be adequate to support a standalone program but will supplement an already established provider of ACT services in Washington County.

ACT is an evidence-based practice designed to provide comprehensive treatment and support services to individuals with serious and persistent mental illness. ACT is intended to serve individuals who have severe functional impairments and who have not responded to traditional psychiatric outpatient treatment. ACT services are provided by a single multi-disciplinary team, which typically includes a psychiatrist, a nurse, and at least two case managers and are designed to meet the needs of each individual and to help keep the individual in the community and out of a structured service setting, such as residential or hospital care.

The County intends to contract with one organization; if multiple letters of interest are received the County will enter a request for proposals (RFP) process.



Background

Per Washington County Rules of Procurement 10-120(4) - Competitive Process – Personal Service Contracts

Notwithstanding any other provision in these rules, for personal services contracts the County may use a Letter of Interest process which requires any prospective proposer(s) to file a letter by the given deadline that notifies the County of its intent to respond to any subsequent RFP. If the number of interested proposers who turn in a letter does not exceed the number of contracts available then the County reserves the right to negotiate a contract(s) with that responder(s) and forego the RFP process. If this LOI moves to a RFP only those that responded to this LOI will be invited to participate in the RFP.
