This letter is to advise all prospective bidders of the following contract addendum:
Proposal Changes: Permits have been added - (See P1-P60).
Plan Changes: Roadway, Erosion Control, Traffic and Geotech have been added.
Additional Questions Submitted:
1. The plan details show after installing the H piles, we then need to install a nailer
on the back of the pile and then secure the lagging to the nailer. This means
putting someone in the excavation cut to the depth shown. Following OSHA
guidelines for sloping, we would expect the top of the excavation to extend back
into NC-9. At a 1 ½:1 best case scenario our excavation would taper back 21’
from back of cap. The plan sheet shows a shear cut. The other option would be
shoring NC-9 but there are cost issues with this solution and possible utility
issues. Additionally, due to this excavation, it is likely that temp traffic signals
and a permanent lane closure would be required. There is another concern with
the property owner being able to maintain the wall after construction. They will
have no access to remove the lumber once the fill is placed and due to the
proximity of the bridge to NC-9 potentially causing roadway issues on NC-9 that
NCDOT would be responsible for.

Response: After review, we believe there are shielding systems available to safely
construct the end bents as designed. While we acknowledge it may be
difficult for the property owner to replace timbers in the future, this does not
seem to be a constructability concern.
