Petroleum Loading Skid Training Prop
Description:

New York State Division of Homeland Security and Emergency Services (DHSES) is seeking one (1) vendor to provide a Petroleum Loading Skid Training Prop, which will be used to simulate transfers of petroleum products for hazardous materials training.

The Petroleum Loading Skid Training Prop must include the following specifications:

  1. 2 ½” NPT inlet
  2. Single loading arm with 4” API connector
  3. Product pump (can be non-operational)
  4. Flow meter (can be non-operational)
  5. Vapor recovery connection attached to piping
  6. All plumbing/product pipes can be 3” Schedule 40, welded or threaded with couplers
  7. 3” back flow pressure valve
  8. Scully overfill and grounding system (can be non-operational)
  9. Product control valve on inlet and outlet side of plumbing (can be 3” butterfly or gate valve)
  10. All parts mounted on steel skid

This procurement is subject to, and shall be conducted in accordance with, NYS Procurement Rules and Regulations, and the terms of the Purchase Order issued via SFS.

DHSES reserves the right to:

Reject any or all quotes received in response to the solicitation.

Withdraw the solicitation at any time, at the Agency's sole discretion.

Disqualify any bidder whose conduct and/or quote fails to conform to the requirements of the solicitation.

Seek clarifications and revisions of the quote.

Amend the scope of work to correct errors or oversights, or to supply additional information, as it becomes available, prior to bid opening.

Conduct contract negotiations with and/or award the contract to the next responsive and responsible bidder, in the event of unsuccessful negotiations with the original awarded bidder.

Require clarification at any time during the procurement process and/or arithmetic corrections or other apparent errors, assuring a full and complete understanding of a vendor's quote and/or to determine a vendor's compliance with the requirements of the solicitation.

Purchase all, some or more of the quantity solicited.

SUBMISSION REQUIREMENTS:

Vendors must provide all inclusive pricing, FOB destination, meet all specifications as listed above, provide details on warranty coverage, and provide estimated arrival times. Vendors responding to this solicitation must provide the following completed forms with their bid:

Appendix A (attached) - signed and dated cover

Lobbying Form (attached) – completed, signed and dated

Substitute W9 (attached) - completed, signed and dated

Pricing must remain valid for 60 days after awarded.

The comprehensive list of questions and responses will be posted to the Contract Reporter on or about January 3, 2025. This listing will not include the identities of the vendors submitting the questions; those vendors will remain anonymous to the extent allowed by law.

Award will be made to one best price vendor; quotes must be all inclusive and without tax. Responsive bidders must include completed documents (Quote, Substitute W9, Appendix A, and Procurement Lobbying Form). Vendor(s) must accept a NYS issued Purchase Order for payment. The awardee will be provided proof of tax exemption.
