Description

The United States Secret Service office of Chief Information Officer (OCIO) provides information sharing services with respect to individuals of protective interest. This mandate is partially met with the Protective Threat Management System (PTMS), which primarily serves the Protective Intelligence & Assessment Division (PID). Threat intelligence and identification (protective intelligence) are crucial aspects of upholding that mandate, and mission success is largely dependent on the timely identification, tracking, and dissemination of threat-related information. To be successful, USSS personnel must have timely access to current, complete, and accurate protective intelligence. The PTMS provides PID and field users a system to manage the collection, analysis, and dissemination of this mission critical information. The Uniformed Division Logbook (UDLB) is a PTMS module that allows Uniformed Division personnel to capture incident data on alarms, arrests, demonstrations, employee sickness and injury reports, threats, vehicle accidents, as well as other classifications. UDLB interfaces with PTMS to support cases created.

The Assistant Director of Strategic Intelligence and Information (SII) requested to extend the schedule for PTMS enhancements by adding another Team B of 4 resources for an additional one (1) year during Option Year 2 (from March 26, 2025, to March 25, 2026) considering the need for heightened security requirements during forthcoming NSSEs. Team B shall support UNGA, World Cup, and State of the Union. The secondary PTMS development (Team B) is mission-critical to ensuring the continued enhancement and operating stability of PTMS, particularly considering the urgent requirements that have emerged following the July 13th (J13th) incident. USSS has seen 40% increase in case searches, underscoring the immediate need for a fully optimized PTMS application. The Protective Intelligence and Assessment Division (PID) personnel require seamless system performance of the PTMS application. This sheer increase in volume and velocity of work requires the additional support of four (4) resources (Team B).
