Project Description: PUBLIC NOTICE IS HEREBY GIVEN to all prospective bidders that Whitpain Township shall accept sealed proposals online for the SR 73, SEC. MT2 (MPMS #81892): Skippack Pike (SR 0073) and School Road (SR 2016) Intersection Improvement Project in Whitpain Township, Montgomery County, PA. Sealed Bids shall be accepted via PennBid (https://pennbid.bonfirehub.com/) until 11:00 AM prevailing time, on Thursday, February 5, 2026, at which time they shall be opened electronically, and the results made available on PennBid immediately following the opening.
Plans and specifications are available online at no charge via PennBid. (https://pennbid.bonfirehub.com/). Hard copies of all documents may be optionally purchased through PennBid. Estimated cost is $100.00.
The Scope of Work consists of but is not limited to roadway widening, drainage system installation, traffic signal installation, stone masonry, traffic control, and signing and pavement marking installation.
Questions must be submitted via PennBid by January 22, 2026, at 5:00 PM. Submission of a question does not guarantee that such question will be answered.
Responsible Contractor Certification (RCO) Forms must be submitted to the Township no later than January 22, 2026, at 11:00 AM.
All proposals (bids) are to be accompanied by a bid bond or certified check in the amount of 10% of the total bid price. Said check or bond shall be subject to the conditions provided in the Instructions to Bidders. Bonds are required to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
The successful bidder is required to furnish all payment, performance, and maintenance bonds as referenced in the bid documents. Bids must be submitted unconditionally. No bid may be withdrawn within sixty (60) days after the opening thereof, during which time the Township may review the bids and investigate bidder qualifications. The Township reserves the right to waive any minor informalities, irregularities or defects in the bid, or to reject any or all of the bids.
The successful Bidder must comply with the Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, must be paid to workmen employed on this project.
This Project is subject to Ordinance No. 394, Whitpain Township Responsible Contractor Ordinance (RCO), including pre-qualification requirements as specified in the Ordinance. The bidder shall complete the Responsible Contractor Certification Form provided, and shall submit the Form to the Township, to the attention of Eric Traub, Manager, via E-mail to etraub@whitpaintownship.org, no later than fourteen (14) days prior to the bid opening date, together with all documentation required by Section 4 of Ordinance 394, a copy of which is provided, in order to be pre-qualified before submitting a bid.
All bidders are required to establish proof of competency and responsibility, in accordance with 67 PA Code Chapter 457, Regulations Governing Pre-qualification of Prospective Bidders and PennDOT Form 408/2020, as supplemented and amended, Section 102. Subcontractors must pre-qualify in the same manner, if listed in the proposal or if they subsequently undertake the partial or total construction of one or more items of Work. All bidders, and sub-contractors, must be PennDOT pre-qualified Contractors.
