Solicitation Description:

Executive Summary

TheTexas Health and Human Services Commission (“HHSC”) is seeking a qualifiedContractor to provide monitoring services at state-operated facilities(“Centers”) serving individuals with intellectual or developmental disabilitiesto ensure compliance with standards set forth with the Settlement Agreementbetween the State of Texas (“State”) and the U.S. Department of Justice (“DOJ”) .

Scope of Work

Contractor shall ensureconsistent and fair monitoring of the State Centers including the provision ofcomprehensive monitoring activities, onsite monitoring, oversight, developmentand implementation of training processes, technical assistance, and implementingquality improvement and assurance systems. Contractor shall monitor the Centersin compliance with HHSC requirements and applicable terms of the AmendedAgreement.

Contract Term

The initial term of any Contractresulting from this Solicitation will be of five (5) years.
