NOTICE INVITING PROPOSALS
NOTICE IS HEREBY GIVEN that the Chula Vista Elementary School District of San Diego County,
California (“District”), acting by and through its Board of Education (“Board”), will receive up to but not later
than 11:00 a.m. Pacific Standard Time (PST), on January 20, 2026, sealed proposals for: Request for
Proposals (RFP) No. 25/26-14 Network Hardware E-Rate Year 2026/2027.
Each Proposal must conform and be responsive to this Notice Inviting Proposals, the Information to
Proposers, and all other documents comprising the pertinent Contract Documents. Contract documents
are now available via email request to Malia Hall, Lead Buyer at Malia.Hall@cvesd.org with the Subject
Line RFP 25/26-14 or through the relevant Form 470 at www.usac.org.
A mandatory job walk will be held on January 5, 2026, at 10:00 a.m. PST starting at Hilltop
Elementary School, 30 Murray Street, Chula Vista, CA 91910. Late arrivals will not be permitted to
participate, and all attendees are required to sign in and remain for the full duration of the walk at each
location specified in the RFP document.
All questions related to this RFP, including Substitution Requests, are to be submitted in writing on the form
Request for Information or the form Substitution Request, via email with the Subject Line RFP 25/26-14
Questions to Malia.Hall@cvesd.org by 11:00 A.M. PST on January 9, 2026. It is the Proposer’s
responsibility to ensure they have received all addenda. Addenda will be posted on the District website at
https://www.cvesd.org/bids and in the related Form 470 in the EPC Portal.
Proposals shall be submitted in the Purchasing Office, Bldg. 800 of the Chula Vista Elementary School
District located at 84 East J Street, Chula Vista, CA 91910. Proposals will be opened privately to assure
confidentiality and avoid disclosure of the contents to competing proposers prior to and during the review,
evaluation, and negotiation processes. However, to the extent that the submittals are public records under
California law, they may be released to members of the public following award of the contract. All proposals
submitted in response to this RFP become the property of the District. Submittals must be sealed and
clearly marked “RFP 25/26-14 Network Hardware E-Rate Year 2026/2027”. Facsimile or electronic
copies of the RFP will not be accepted. It is the Bidder’s responsibility to ensure its Proposal is received in
the Purchasing Department by the date and time specified above. Any RFP that is submitted after this date
and time shall be deemed non-responsive and returned to the bidder unopened.
The District intends to obtain maximum funding discounts under the Federal Communications
Commission’s E-rate program for eligible services and equipment procured as a result of this RFP. Qualified
vendors must provide a Service Provider Identification Number (SPIN) and Federal Registration Number
(FCC-FRN) with the proposal. Vendors must be willing to work within the requirements of the E-rate
program and must be able to provide all necessary documentation and apply billing per the terms of the E-
rate program.
All required forms must be completed, signed, and returned with the RFP Proposal to be
considered. Missing information may result in a disqualification from the current RFP process. The
Contract, if awarded, will be based on the evaluation criteria, with price being the most heavily weighted
criteria, as identified in the RFP documents. The District reserves the right to reject any, or all Proposals,
to accept or reject any one or more items, or to waive any irregularities or informalities in the RFP or in the
RFP process. No Proposer may withdraw its RFP for sixty (60) days after the date set for the opening of
Proposals. In the event of identical proposals, the Board may determine by lot which RFP shall be accepted
under Public Contract Code § 20117.
