Description

1. This RFI is issued solely to determine potential sources for information and planning purposes. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The Government is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this RFI does not preclude participation in any potential future RFQ. It is the responsibility of potential offerors to monitor SAM.gov for additional information pertaining to this requirement. The purpose of this notice is to conduct market research, a continuous process for collecting and analyzing information about capabilities within the market to satisfy agency needs. The acquisition strategy has not yet been determined, and market research results will assist in determining the direction this acquisition may take.



2. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran- Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Responses are requested from all business sizes.



3. This RFI is for a requirement at Schriever Space Force Base, CO for a mobile vehicle barrier system. The U.S. Army Corps of Engineers has developed an Approved Products List (APL) for Anti-Ram Vehicle Barriers. This requirement must be fulfilled by one of the systems listed on this APL. The system must, at a minimum, possess the following characteristics:



- Each individual component of the barrier system must be able to be carried and deployed by one (1) personnel member in under 5 minutes without the need for specialized tools beyond those typically found in a standard vehicle toolkit and without the need for specialized lifting equipment.



- The barrier system must be surface-mounted and require no ground penetration, excavation, or use of chemical anchoring. No construction equipment is required to install the system. The system should not cause any permanent alteration to the surface it is deployed on. Upon removal, the barrier system should leave no visible damage or residue on the surface, requiring only minimal cleaning for removal of dust or debris.



- The barrier system must operate without the need for or use of electricity for operational use.



- The barrier system must be designed for lateral interconnection to create a continuous barrier. Interconnection shall be achieved using an integrated cabling system or metal chain links. The interconnection method must allow for secure connection of multiple barrier sections by one (1) personnel member within 5 minutes without the need for specialized tools.



- The barrier system must be highly visible in both daylight and nighttime conditions. This shall be achieved through the use of high-visibility reflective tape or integrated lighting powered by solar source. The reflective tape or integrated lighting must be visible from a distance of at least 300 feet under optimal conditions such as a clear night with modern headlights and 150 feet under standard headlight illumination in non-optimal conditions like snow, rain, or fog.



- The barrier system shall require minimal maintenance. Acceptable maintenance shall be limited to cleaning, visual inspection for damage, and replacement of reflective tape or integrated lighting bulb or lighting source. The frequency of required maintenance shall not exceed 3 times per year under normal operating conditions. The system must be designed to withstand exposure to extreme environmental conditions to include snow, heavy rain, hail, and extreme hot and cold temperatures without significant degradation of performance or requiring increased maintenance.



- The barrier system shall be designed for intuitive deployment and operation, requiring minimal training. A comprehensive user manual and instructional video must be provided with optional 'train the trainer' program that consists of user manuals, documentation, and presentation slides or video presentation with a maximum of 2-hours train time. The objectives covered in the training shall include operation and deployment of the barrier system, troubleshoot deployment issues, and perform basic upkeep and maintenance of the system with the inclusion of the user manual.



- The system must be deployable and operational after reviewing the user manual and/or video, without requiring any specialized expertise or certifications.



- The barrier system must be durable and designed to withstand repeated deployment and impact. The system must meet the requirements of the testing standards referenced in the DoD Approved Products List (APL) for Anti-Ram Vehicle Barriers. Following an impact event meeting the specified standard, the system may require repair or replacement of damaged components but shall not fail catastrophically.



- The system must be warranted against defects in materials and workmanship under normal operating conditions.



- The barrier system must be capable of stopping a vehicle with a Gross Vehicle Weight (GVW) of at least the GVW outlined in the testing standards referenced in the APL, traveling at the velocity outlined in the testing standards referenced in the APL, without breaching the barrier or allowing the vehicle to proceed beyond the protected area. The system must meet the requirements of the testing standards referenced in the DoD Approved Products List (APL) for Anti-Ram Vehicle Barriers.



4. The proposed NAICS for this requirement is 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing. Responses to this RFI shall address whether this NAICS is appropriate for this requirement.



5. Responses to this RFI shall include current projected lead times.
