Overview



Summary

The City seeks to maintain safe, high-quality, and reliable ice conditions at The Genoveva Chavez Community Center (GCCC) Ice Arena to support public skating sessions, athletic practices, competitive events, and community programming. To ensure consistent ice resurfacing operations and strengthen the skills of arena staff, the City will engage qualified contractors to provide both scheduled and on-call support. Partnerships will supplement existing staffing, train GCCC staff, enhance operational safety, and improve the overall performance and longevity of resurfacing equipment



Background

The GCCC Ice Arena was out of operation for approximately six months due to mechanical and facility-related issues. During this closure, the Ice Arena experienced significant staff attrition, including the loss of personnel with experience operating and maintaining the Zamboni ice resurfacer. As a result, the City’s internal capacity to independently resurface and maintain ice has been reduced.

Upon reopening the rink, the City must ensure consistent, safe, and high-quality ice conditions to support public skating, youth programs, and contracted user groups. Until sufficient in-house staffing capacity can be rebuilt and fully trained, and as needed thereafter, the City intends to temporarily supplement operations through contracted ice resurfacing services.

This procurement is intended as an interim and supplemental operational solution that both maintains daily rink operations and supports the training and skill-building of City staff. Accordingly, the resulting contracts may need to remain active until City leadership determines that internal staff can safely and reliably assume all related operational responsibilities.

Good afternoon, and welcome to the City of Santa Fe’s public bid opening for Invitation to Bid (ITB) # FY26-ITB-046.
Bid opening is a standard procurement formality and a requirement under New Mexico law. This meeting is being held to publicly witness the opening and announcement of bids submitted in response to the City's Invitations to Bid.
In accordance with New Mexico state statutes and City procurement policy, the City of Santa Fe accepts electronic bid submissions through its official eProcurement platforms: the Munis Bid Module and OpenGov Procurement Portal.
The bids being read aloud today were received electronically and successfully submitted before the official deadline. As stated in the ITB, it is the sole responsibility of each Bidder to ensure that all required documents are uploaded and submitted electronically by the stated deadline.
Please note that the reading of bids today does not constitute an award. The City will review all submissions for responsiveness, responsibility, and compliance before making a final determination. The City of Santa Fe reserves the right to reject any or all bids, waive technicalities, and award contracts in the best interest of the City.
