Financing District Advisory Services — Enhanced Infrastructure Financing District (EIFD) Formation

The City of Monterey (“City”) is requesting proposals from qualified firms with professional experience in municipal public finance and financing district advisory services to assist the City in evaluating, and potentially forming, a special purpose Tax Increment Financing (“TIF”) district, such as an Enhanced Infrastructure Financing District (“EIFD”), to help fund critical public infrastructure while facilitating economic development.

The City is considering the potential formation of an EIFD or other TIF financing tool to support infrastructure investment within the City. The City is seeking a qualified Consultant to provide advisory services to evaluate boundary alternatives, revenue and bonding capacity, governance structure, and stakeholder engagement associated with potential district formation.
