LEGAL NOTICE
COPIAH COUNTY, MISSISSIPPI
REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES
Copiah County requests proposals from qualified firms or individuals to provide engineering services related to
the implementation of Small Municipalities and Limited Population Counties (SMLPC) Grant Program
project(s), if awarded. Proposals must be received by the Office of the County Administrator, Copiah County,
P.O. Box 551, Hazlehurst, MS 39083, no later than 3:00 PM local time on October 13, 2026. Proposals received
after the deadline will not be considered.
The Engineer will provide engineering services through project closeout in accordance with federal, state and
local laws, regulations and policies, as applicable. The scope of work includes, but is not limited to: 1) prepare
plans and specifications; 2) distribute bid documents; 3) assist in bid opening and prepare bid tabulation; 4)
assist in the execution of construction contracts; 5) hold a pre-construction conference; and 6) perform
construction inspection, provide periodic reports to the County, and review and recommend approval of
construction payment requests.
Copiah County is an Equal Opportunity Employer. The County encourages Minority-owned Business
Enterprises (MBEs) and Women-owned Business Enterprises (WBEs) to submit proposals.
All proposals must be submitted in a sealed envelope marked "Proposal for SMLPC Engineering Services." Do
not include proposed engineering fees or fee schedules. Price will not be used in ranking firms. Proposals will
be evaluated on the following factors: Qualifications (40 points), Experience (40 points), and Capacity for
Performance (20 points). Address each factor in detail:
Qualifications - List the qualifications of persons to be assigned to the project.
Experience - Describe the firm's experience and projects previously undertaken, including the type and
amount of grants awarded, project activities, and the status of the projects.
Capacity for Performance - Identify the number and title of staff assigned to provide services.
The County will designate a selection committee to evaluate and rank proposals based on the published
evaluation factors. The committee may hold proposals for a period not to exceed thirty (30) days after the
submission deadline to review proposals and investigate the qualifications of the firms and assigned individuals.
The County reserves the right to reject any or all proposals.
The County will negotiate a fair and reasonable fixed-price contract with the highest-ranked qualified firm or
individual. If a satisfactory agreement cannot be reached, the County may formally terminate negotiations and
proceed to the next highest-ranked qualified firm or individual. Contract award is subject to SMLPC funding
and satisfaction of applicable program requirements. The contract will include the scope and extent of work and
other essential requirements. A separate contract will be executed for each awarded project. The County may
terminate the selection process at any time.
