This is a Notice of Intent (NOI), NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Tecniplast, USA Inc., 1345 Enterprise Drive, West Chester, PA 19380, United States, to procure a digital animal cage.
Minimum Requirements:
The NIH seeks to procure an animal cage essential for enhancing animal welfare, improving research quality, and meeting modern standards in laboratory animal care and facility management.
Specified below are required capabilities:
Only Tecniplast USA DVC system racks are required to ensure full compatibility with the existing DVC infrastructure. Any other source of caging would fail to meet technical requirements, compromise research and operational efficiency, and result in the loss of prior investment. Therefore, the requested supply/service is the only solution that satisfies the requirement.
Place of delivery: NIH, NIAID, 40 Convent Drive, Bethesda, MD 20814
Delivery date: Within 10 days of receipt and acceptance of award.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.
All responsible sources that could provide the required items may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-25-2266817) to Mildred Moss at mildred.moss@nih.gov by 10:00 am EST, on July 21, 2025. All responsible sources that could provide the required cages must submit evidence of Original Manufacturer parts originally obtained from Tecniplast USA Inc. All responses received by the closing date of this synopsis will be considered by the Government. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
