Request for Proposal (RFP): Traffic Analysis and Management
Services
1.0 Introduction and Background
The PUL Alliance is seeking proposals from qualified traffic engineering and consulting
firms to conduct a comprehensive traffic analysis and develop a traffic management plan
for a manufacturing facility in Northeast Mississippi. The purpose of this project is to
assess the traffic impact of factory operations on the surrounding road network and to
identify necessary improvements for safety and efficiency.
1.1 Project Objectives
• Evaluate the factory's traffic characteristics, including employee vehicles, delivery
trucks, and other commercial vehicles.
• Analyze existing traffic patterns, circulation, and control devices on-site and on
adjacent public roadways.
• Identify potential traffic hazards and conflict points, with a focus on improving
safety and efficiency.
• Develop a detailed traffic management plan that addresses internal circulation,
queueing, access, and public road access.
• Recommend specific improvements, such as signage, pavement markings,
signalization, or other modifications to improve traffic flow and safety.
• Recommend improvements for any future growth patterns or potential increase in
traffic volumes.
2.0 Scope of Work
The selected consultant shall perform the following tasks:
2.1 Data Collection and Analysis
• Trip Generation: Based on factory operational data (employee shifts, delivery
schedules, vehicle types), quantify the volume of traffic generated by the facility.
• Traffic Counts: Conduct manual or automated traffic counts at designated access
points and nearby intersections to capture peak-hour traffic volumes.

• Site Circulation Analysis: Evaluate the efficiency and safety of internal roadways,
loading docks, and parking lots.
• Level of Service (LOS) Analysis: Assess the LOS for surrounding public roads and
intersections to determine the current traffic conditions and the factory's impact.
• Crash Analysis: Review historical crash data for relevant roadway segments and
intersections to identify safety concerns.
2.2 Traffic Management Plan Development
• Access and Circulation: Propose modifications to access points, internal roads,
and loading areas to improve efficiency and reduce congestion.
• Traffic Control Devices: Recommend new or modified traffic control devices, such
as traffic signals, signs, and pavement markings.
• Truck Routing: Develop a designated truck routing plan to minimize heavy vehicle
traffic.
• Operational Management: Identify procedures for managing traffic during peak
hours, shift changes, or special events.
2.3 Deliverables
• Detailed Technical Memorandum: A report summarizing the findings of the data
collection and analysis, including any deficiencies identified.
• Traffic Management Plan: A comprehensive plan detailing all recommendations
for traffic control, circulation, and safety improvements, along with a phased
implementation strategy.
• Design Plans: Conceptual or preliminary engineering design plans for any
recommended physical improvements (e.g., roadway widening, new signal layouts).
• Permitting Support: Assistance with securing necessary permits from the
Mississippi Department of Transportation (MDOT) or local jurisdictions.
3.0 Response Requirements
Proposals must include the following information:

• Company Profile: A brief history of the firm, relevant experience, and qualifications
of the project team, including Mississippi professional licenses.
• Project Approach: A clear description of the methodology for completing the scope
of work, including the proposed schedule.
• Similar Projects: Provide similar traffic studies or management plans conducted
for industrial facilities or other high traffic facilities.
• Cost Proposal: A detailed, itemized cost proposal showing professional fees and
any anticipated reimbursable expenses.
4.0 Submission Guidelines
• Pre-Submission Meeting: A mandatory pre-proposal meeting to discuss project
parameters will be held at 75 South Main Street, Pontotoc MS, 38863 on November
19th, 2025, at 2:00 P.M.
• Submission Deadline: Proposals must be submitted no later than December 2nd ,
2025 at 2:00 P.M.
• Submission Format: One electronic copy in PDF format should be sent to

5.0 Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Firm Qualifications and Experience: Relevant experience with industrial traffic
projects, other high traffic facilities, and credentials of the proposed team.
• Project Understanding: The consultant's grasp of the project's objectives and
complexities.
• Proposed Approach: The quality and effectiveness of the proposed methodology
and work plan.
• Cost: Reasonableness of the proposed fees.

6.0 Permits and Regulatory Compliance
The selected consultant will be responsible for ensuring that all recommendations and
designs comply with the requirements of the Mississippi Department of Transportation
(MDOT) and any local government regulations and traffic requirements.
7.0 Board Discretion:
The PUL Alliance reserves the right to reject any proposal, to not select any proposal, to
clarify or edit the RFP, or to cancel the RFP process at any time prior to a contract being
executed.
