THIS IS A PRE-SOLICITATION NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation synopsis for the Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract for Maintenance and Repair projects primarily at Marine Corps Installations in North Carolina.
A sources sought notice was posted June 5, 2023 under solicitation N40085-23-R-2756 to determine availability and capability of businesses to perform the requirement. Based on the market research results, the procurement will be solicited as a small business set aside. The NAVFAC Mid-Atlantic’s Office of Small Business Programs concurs with this decision.
The work includes, but is not limited to, a diverse range of general maintenance and repair construction services for small work requirements of a one-time nature, typically issued to correct or repair situations including, but not limited to, structural, mechanical, plumbing, electrical, civil, grounds, road, pavement work, communication systems, new construction, demolition/installation of flooring, painting etc. Project size is estimated between $25,000 - $250,000, but the Government may elect to issue projects of a lower or higher dollar value. Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools/training/education, personnel support, recreational, food services, training areas/ranges, roads, systems, utility infrastructure, etc. Work under this contract will be primarily performed at Marine Corps Base Camp Lejeune (including the New River Air Station) and Marine Corps Air Station Cherry Point. However, some work could be located in other areas within NAVFAC Mid-Atlantic’s AORs, including Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Virginia, North Carolina, South Carolina, Georgia and West Virginia.
This procurement will utilize FAR Part 15 Contracting by Negotiation.
The proposed contract listed here is a small business set-aside. The Government will only accept offers from small business concerns.
The primary North American Industry Classification System (NAICS) Code for this procurement is 236220 and the annual size standard is $45,000,000.
Estimated cost of the seed project is between $100,000 and $250,000.
The Government intends to award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation.
The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. The completion date for the seed project will be 180 days after award.
This is a new procurement. It does not replace an existing contract. No prior contract information exists.
Offerors can view and/or download the solicitation, and any attachments, at https://sam.gov when it becomes available, free of charge. Plans, specifications, and drawings will be available for electronic download on or about March 26, 2024. Proposals will be due on or about April 25, 2024.
The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government.
Offerors shall submit with their proposal a bid bond of $3,000,000 or 20% of the total project bid price for the seed project, whichever amount is less.
