NOTICE OF INTENT/REQUIREMENTS SYNOPSIS



NOTICE: Proposals are not be requested currently.




  1. This notice is for information purposes for an upcoming solicitation expected to be released on or about 04 March 2024 for the Multiple Award Basic Ordering Agreement (BOA) for Construction Services program at Cannon AFB, NM (CAFB) to provide a broad range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects affecting real property at CAFB and the Melrose Air Force Range (MAFR). Work performed under this agreement will be complex in nature, require multiple construction trades, and may require detailed engineering design performed by licensed/registered Engineers and Architects.

  2. This competitive acquisition approach will be set-aside 100% for small businesses.

  3. The North American Industry Classification System (NAICS) Code is 236220, Commercial and Industrial Building Construction with a size standard of $45,000,000.

  4. As identified in the Sources Sought, the primary goal of the BOA is to expedite order award by reducing CAFB/MAFR design work and acquisition lead time. The BOA will consist of projects that would fall within one of the following categories: 1) Design-Build; 2) Partial Design-Build; or, 3) Construction Only. Classification would be defined in each Task Order Proposal Request (TOPR) for each individual project.

  5. As projects are identified, 27 SOCONS/PKB will issue a TOPR that will describe the Government’s requirements for each project. At the conclusion of the TOPR process, projects will be awarded as Orders against the Basic Ordering Agreement.

  6. Pre-BOA Invitation Conference

    1. A one-time Pre-BOA Invitation conference will be conducted virtually through MS Teams on 28 February 2024 from 1:00 pm to 2:00 pm Mountain Time. Registration will be necessary. Please email corey.isaacs.1@us.af.mil to request to be registered.



  7. BOA Invitation Process

    1. The Basic Ordering Agreement Invitation will be released to allow interested contractors an opportunity to submit a proposal for evaluation to become a BOA holder. The Government’s intent is to execute no-cost BOAs to Offerors whose proposal conforms to the BOA Invitation requirements, to include all stated terms and conditions, representations, certifications, and all other information required by the Instructions to Offerors and are deemed technically acceptable in accordance with the Evaluation Factors for Award. The Government seeks to issue BOAs to Offerors that gives the Government the highest confidence they will best meet the requirements therein.

    2. The Government’s intent is to award no less than twelve (12) BOAs, with no less than three (3) HUBZone business, three (3) Women-Owned Small Businesses (WOSB), three (3) Section 8(a) businesses, and three (3) Service-Disabled Veteran-Owned Small Businesses (SDVOSB). This does not limit the Government’s ability to award more, but simply states the minimum intent.

    3. BOAs will be valid for a period of up to five (5) years, beginning from the effective date of the initial BOA execution. IAW FAR 16.703(c)(2), the Government will review BOA performance on an annual basis.



  8. Task Order Proposal Request (TOPR) Process

    1. TOPRs will only be competed amongst contractors that receive a BOA during the BOA Invitation Process. An Offeror must be a qualified BOA holder at the time a TOPR is issued. The Government will confirm that an Offeror is a qualified BOA holder by checking the effective date of an Offerors’ BOA.

    2. TOPR competitions may be set-aside for specific small businesses based on the Governments estimated value of the construction requirement or other factors.

    3. A Statement of Work or Statement of Objectives specific to the TOPR requirement, and any associated performance requirements will be provided at the TOPR level.

    4. Pricing information will only be required at the TOPR level. All orders placed as a result of a TOPR will be Firm-Fixed-Price (FFP).



  9. Important Notice

    1. Offerors are required to complete their registration in the System for Award Management (SAM) database via the website https://sam.gov/. Offerors are strongly encouraged to review their information in SAM to validate that it is current and up to date. Failure to register in SAM makes an Offeror ineligible for BOA Issuance and award of DoD contracts IAW FAR 4.1102.

  11. FY24 Project Synopsis

    1. The projects listed in Attachment 1 are potential TOPRs CAFB is projecting for FY24. This is not an all-inclusive list and is for planning purposes only. This is not a request for Offerors to submit a proposal on any of the below projects, but merely a representative sample of the types of projects expected under the BOA for FY24.
