The purpose of this announcement is to provide a DRAFT RFQ for the Integrated Data Environment &
Global Transportation Network Convergence requirement, hereafter referred to as IGC. This is not the final approved RFQ and is subject to change.
Integrated Data Environment & Global Transportation Network Convergence (IGC) is the DoD system of record for In-transit Visibility (ITV). ITV capabilities provide customers the ability to track the identity, status, and locations of DoD unit and non-unit cargo and passengers, leveraging data provided by the military Services, commercial carriers, the Defense Logistics Agency (DLA), USTRANSCOM, and USTRANSCOM's components. IGC integrates that data and makes it available to the users and supporting systems to include historical data. The enabling Asset Visibility (AV) capabilities provide global visibility of assets in many classes of supply, which are organized by categories: In- Process, In-Storage, and In-Transit. Utilizing IGC, USTRANSCOM optimizes the effectiveness and efficiency of the DoD logistics pipeline in support of the users, Military Services, Combatant Commands (CCMDs), and subordinate Joint force commands including Joint Task Forces (JTFs).
USTRANSCOM intends to award a task order with Firm Fixed Price (FFP), Labor Hour (LH), and Time-and-Materials (T&M) line items in support of the IGC requirement. Services and support anticipated under this task order include Contract and Task Order
Management, Software Development Support, Monitoring and Production Application Support, Combatant Command (CCMD) Exercise Support, Joint Training Exercise Evaluation Program (JTEEP), Risk Management Framework (RMF) Support, Cloud
Migration Support, and Global Operations Center and Training Support. The following provides specific information pertaining to the resultant task order:
The North American Industry Classification System (NAICS) for the subject requirement is 541511, Custom Computer Programming Services, with a size standard of $34M. This requirement is a total small business set-aside open to WOSB Schedule Contractors who possess a valid GSA MAS for Category 54151S that is in effect at the time of quotation submission.
The anticipated date for release of the solicitation is on or around 25 March 2024.
