THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR PROPOSALS.



The National Institute of Environmental Health Sciences (NIEHS) hereby provides notice of its intent to award a sole-source modification under the authority of FAR 13.501(a)(1)(ii) and posted IAW FAR 5.301.



The current contractor, Tantus Technologies, Inc, is providing services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract established for NIEHS Enterprise Applications Development (NEAD). The modification will increase the ceiling to IDIQ# 75N96020D00012 in the amount of $3,000,000.00. The ceiling increase is required due to an underestimation of the amount of work needed on the enterprise applications. Circumstances led to a higher 5-year burn rate than originally anticipated. The NIEHS embarked on improving security of the applications and renovating high priority software applications that were written in obsolete technology. Increasing the ceiling enables the NIEHS to continue to meet critical software application development needs.



This is not a request for competitive proposal and no solicitation is available. This pre-solicitation is to give notice of the Government’s intent to make a sole source modification to an existing contract. Notwithstanding, any responsible source that believes it is capable of meeting NIEHS requirement, may submit capability statement. Responses to this posting must be submitted via email to, luis.salas@nih.gov, by 05/26/2023 at 12:00 PM EST.



On March 27, 2023, a synopsis for this notice was posted on Sam.gov, under synopsis number: 75N96023R00005. However, the previous synopsis was posted under Special Notice instead of Pre-Solicitation notice.
