Description
PRE-SOLICITATION NOTICE

The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD); Center for Computational Toxicology & Exposure (CCTE); Great Lakes Toxicology and Ecology Division (GLTED) require dry dock repairs on the EPA R/V Lake Explorer II. This acquisition is a total small business set-aside and will be a firm-fixed price contract under NAICS Code 336611, Ship Building and Repairing, with a size standard of 1,250 employees.
A draft Statement of Work (SOW) document shall accompany this synopsis via separate attachment. Be advised that changes to any or all documentation is possible when the final Request for Proposal (RFP) is released. No hard copies will be available.
The successful Contractor shall provide all necessary labor, materials, facilities, and services in support of the efforts delineated by the SOW. The following work specifications are required:

•        Hull and Superstructure Paint
•        Replace Deck Gooseneck Vents
•        Reduction Gear Service
•        Engine Room Air Supply Trunk
•        Engine Room Valves Service
•        Main Engines Oil Pan Gaskets
•        Repair Rusted Bulkhead in Laundry Room
•        Kort Knozzles Re-line Cavitation Band
•        Deck Crane Hydraulic lines
•        Hull Inspection Ultrasonic Tests
•        Exhaust Pipe inspection
•        Mooring Cleats Mount Repair
•        New Chemical Hygiene Tank Pump

•        Workshop Rusty Hull, Cleaned and Painted
•        Remove Overboard Piping in Steering Room
•        Remove Steam Pipes on Deck
•        Mast Inspection
•        Recondition Pilothouse Engine Control Throttles
The solicitation numbered SOL 68HERC24Q0061 will be available on FedConnect® located at the following internet address: https://www.fedconnect.net. It is anticipated that the solicitation will be available on or after April 23rd, 2024 at https://www.fedconnect.net and https://www.fbo.gov with a closing date on or about May 10th, 2024. Questions concerning this synopsis should be submitted within three calendar days of the date of the publication of this notice. Submit your questions via FedConnect at www.fedconnect.net. Telephone requests will not be honored. The anticipated award date of the resultant contract is no later than May 31, 2024, with all boat work to be completed in 12 weeks. Interested parties are expected to download the solicitation and any subsequent amendments and to monitor the status of the solicitation for changes or updates.
This solicitation and resultant contract are considered to be Firm-Fixed Price Commercial Items pursuant to FAR Part 12 and Part 13. Only one award will be made to the responsible offeror whose proposal, conforming to the solicitation, is determined to be the best value to the Government.
