This synopsis is for a new Civil Works Indefinite Delivery Indefinite Quantity (IDIQ) contract at Hurlburt Field, FL. This acquisition will result in a one (1) year base contract and four (4) one-year option periods and includes the option to extend services (FAR 52.217-8). The contract will be a single award, Firm-Fixed-Price IDIQ contract. The work covered by this Civil Works contract consists of, but not limited to, the repair, replacement, and minor construction of base pavements, water distribution systems, wastewater distribution systems and facilities including, but not limited to sidewalks, driveways, roads, parking lots, drainage systems, base airfield pavements, water and wastewater distribution piping and facilities, force mains, lift stations, and other related work at Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and other items necessary to perform work under the contract specifications and associated task orders. A Statement of Work shall be provided for each individual task order created against the resulting IDIQ.
The North American Industry Classification System (NAICS) code for this project is 237310 with a size standard of $45.0M. This contract will be awarded in accordance with FAR Part 15, Contracting by Negotiation, FAR Part 16.504, Indefinite-Quantity Contracts, and FAR Part 19, Small Business Programs. All responsible small business sources may submit a proposal, which shall be considered by the agency.
The Government reserves the right to award a contract to other than the lowest proposed price. The estimated magnitude for the IDIQ is more than $10,000,000. Bid bonds will be required with the proposal. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 29 February 2024. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a Unique Entity ID number. Recommend registering immediately in order to be eligible for timely award.
Additionally, the contractors' responsibility determination to be made includes having all prospective contractors having a current NIST SP 800-71 assessment in the Procurement Integrated Enterprise Environment (PIEE). A contractor search in the Supplier Performance Risk System will be made to verify each contractor's assessment has been completed and the security requirements are either fully met or identifies a work plan to implement the remaining security requirements.
