Description
NOTICE OF INTENT – ENERGY INTELLIGENCE GROUP INC.

This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.302-5 other than full and open competition as authorized by statute.

The Department of Energy (DOE), Office of Headquarters Procurement Services within the Office of Management (MA), intends to award a sole source contract to Energy Intelligence Group, Inc. (EI) to obtain EI’s proprietary Oil and Gas Markets online subscription information services in support of the Office of International Affairs. Energy Intelligence Group (EI) offers a suite of news, data, analysis, and research tools, that collectively offers a unique and robust global look at oil and gas markets. This commercial service has provided the Office of International Affairs with information that is used extensively to drive policy making decisions and contribute as an expert to inter-governmental discussions. This extensive information provided by EI is not readily obtained elsewhere.

MA intends award a new contract to Energy Intelligence Group, Inc. for subscription services for the Office of International Affairs. The contract will be issued as a four (4) year contract, consisting of one (1) 12-month base period, and three (3) 12-month option periods. The North America Industry Classification System (NAICS) code for this requirement is 519290 Web Search Portals and All Other Information Services with a size standard of 1,000 employees. The anticipated period of performance for this contract is May 03, 2024, to May 02, 2028.

In accordance with Competition in Contracting Act, 41 USC 3304, as implemented by FAR 6.302-5 in accordance with FAR 19.1406, other than full and open competition is authorized when authorized by statute. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The Government intends to award a sole source contract to Energy Intelligence Group, Inc., 5 East 37th St, New York, NY, 10016.

This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information, which shall be considered by the requesting agency, within ten (10) calendar days of publication of this notice.

SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred.

Responses must be in writing and delivered by e-mail to the contract specialist, available at ellen.baptist@hq.doe.gov. The e-mail shall contain the following subject line: Response to Notice of Intent 89303024NIA000013. Please submit all information no later than Monday, April 29, 2024, 10:00 P.M. Eastern Daylight Time (EDT).

A determination by the Government to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition requirement.
