Description

General Information



This is an Notice of Intent (NOI) to award a sole source contract and is not a request for competitive quotes/proposals.



This serves as the Government's notice of intent to award on a sole source basis, in accordance with FAR 13.106-1(b)(1), to Axiell ALM Canada Inc., 15 Toronto St FL 7, Toronto, Ontario, M5C 2E3, Canada. All information received in response to this NOI will be treated as business confidential information. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this NOI.



Government Requirement:



The National Museum of Health and Medicine (NMHM) requires (a) license renewal and version upgrades, as required, for fifteen (15) user runtime licenses (this includes fifteen (15) user runtime licenses for Axiell proprietary software Texpress plus option modules Texql, Texapi, and Texhtml); (b) provide hotline support; (c) provide up to ten (10) days customized training and technical support to be used per year as needed, on-call basis. These services include support to assist with training, implementation, and maintenance of the software to include client/server rollout, database customizations, data migration and application administration. Activities will be performed on site in Silver Springs, Maryland with the supervision and assistance of local information technology (IT) staff or at a contractor location, as required, by the requiring agency. Required services are needed to begin on 30 September 2024.



The Department of Defense Instruction (DoDI) 5000.64 mandates requires an accountable property system of record for heritage assets. EMu is a customizable complex relational database structured with multiple tables and hundreds of fields to fully manage data about the museum's collection, and this system currently fulfills the requirement by DoDI 5000.64. NMHM currently has over 200,000 collection items currently documented in this system with over 1,000,000 supporting records across multiple tables of information. Although other commercial software may exist as a records system, no system is currently customized like EMu to meet the unique needs of NMHM. An attempt to switch to a different records management system/software is estimated to result in the following:



- At least one year of downtime (or transition time), delays, and disruption to the current records system

- Substantial increase in manpower and costs required to plan for switching to a new system, preparing the system to accommodate needs of the data, and successully migrate all existing records to the new system

- Decrease in efficiency and productivity of end-users over the course of the process
