INTRODUCTION



The Government is conducting Market Research Only. This is not a solicitation. This sources sought is for information and planning purposes only, and is being conducted pursuant to FAR Part 10, Market Research. This RFI does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB). The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This posting is for information gathering and planning purposes only, and in no way restricts the Government’s final acquisition strategy. Any information provided by the Government at this time is preliminary only.



BACKGROUND AND DESCRIPTION



In support of USSTRATCOM J81, the Nuclear Command, Control, Communications (NC3) Enterprise Center (NEC) is seeking companies with commercial gaming expertise to promote innovative solutions, tools, capabilities, or a combination thereof, for the advancement of future DoD Electromagnetic Spectrum (EMS) modeling, simulation, and analysis (MS&A) using state–of-the-art gaming technologies to accomplish the following:




  1. Enhance Warfighting impacts of information and electronic warfare on Department of Defense (DoD) campaign-level and mission-level models.

  2. Rapidly introduce new technologies or new operational concepts into aging modeling and simulation (M&S) tools.



If pursued, this project is intended to advance the future DoD EMS modeling, simulation, and analysis (MS&A) through various demonstrations, including but not limited to:




  1. How entities (plane, ship, tank, surface-to-air-missile (SAM), and satellites) can be quickly developed with realistic EMS characteristics and physical attributes.

  2. Reduced scenario development time and complexity up to a global scale using gaming software.

  3. Real-time simulation feedback during and after a simulation run.

  4. Visualization of a scenario’s dynamic electromagnetic operating environment (EMOE) using gaming software.

  5. Use of role-based access to help train less experienced M&S users.

  6. Simulations supporting both player/non-player entities so users can play different configurations of COAs.

  7. How an operator can dynamically change an entity’s parameters and quickly see the impacts of these decisions.

  8. Use of gaming software to simplify user interactions among several connected MS&A tools.

  9. How the gaming software can interface with the Advanced Framework for Simulation, Integration, and Modeling software, the IEEE standards for Distributed Interactive Simulation (DIS), and the Test and Training Enabling Architecture (TENA).



INSTRUCTIONS



1. Responses describing the company’s capabilities shall be in MS Office format (Word, Excel or PowerPoint) or Adobe pdf format, and contain UNCLASSIFIED material only.



2. Response shall also include the following information:




  • Company name, address, a point of contact with e-mail address and telephone number

  • Federal Cage Code and Unique Entity ID

  • Business size, and applicable socioeconomic categories

  • Security clearance level of company (Note: project expected to be unclassified)

  • Awarded Multiple Award Contracts (MACs) / Governmentwide Acquisition Contracts (GWACs), if any
