In accordance with FAR 6.305(a), the Government is making publicly available the justification to extend N3904022C0009 for 1 month on a sole source basis.
In December 2021, when the Navy awarded Purchase Order N3904022C0009 to OILKLEEN, LLC, it anticipated a need to rent the Hydraulic Flush System for approximately 14 months (January 2022 to March 2023) in order to support repair work onboard the USS Texas. Since then, the NAVY has experienced a work stoppage followed by a work slowdown to address safety issues that have injured personnel. Currently, the Navy estimates that this event may have delayed the project’s overall repair schedule by at least 4 months, which creates the need to extend the rental of the existing Hydraulic Flush System.
The original need to rent the Hydraulic Flush System resulted the SS Hydraulic System which was contaminated with metal shavings due to a failure on one of the power plant pumps. Contamination was pumped throughout the SS Hydraulic System during normal system operation. The USS Texas project is required to flush the entire SS Hydraulic System in order to restore system cleanliness. Restoration of the SS Hydraulic System is critical to the undocking. The Hydraulic Flush System provided by OILKLEEN LLC, is considered un-severable as flushing operations are currently underway and must be continuous to restore cleanliness and prevent further delay of undocking.
