In accordance with FAR 6.302-1, the National Geospatial-Intelligence Agency (NGA) believes CACI, Inc. address: 14370 Newbrook Drive, Chantilly, VA 20151 is the only responsible source, and no other type of service will satisfy agency requirements. Pursuant to FAR 6.302-1(a)(2), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agency’s requirements.
NGA is providing this special notice of intent to award a contract modification to CACI, Inc. to increase the SOM AAA Framework for Integrated Reporting and Exploitation (SAFFIRE) single-award IDIQ Contract maximum ceiling. The contract stated maximum ceiling was established based on current estimates (at time of award) and is subject to change.
SAFFIRE will continue to transform GEOINT data exploitation and storage among the analyst community in the NSG and Allied System for Geospatial Intelligence (ASG). It will develop intuitive software solutions and integrate the CV and SOM production and storage architecture with the Intelligence Community Information Technology Enterprise (IC ITE). The SAFFIRE approach will ensure that SOM applications support an open architecture by embracing modern Information Technology, Web Service, and NSG and Open Geospatial Consortium (OGC) standards. The NGA SOM Services Project’s Strategic Vision also includes SAFFIRE’s delivery of a Computer Vision processing framework and integration environment. This includes incorporating selected components or features, such as imagery processing algorithms, into the framework and/or integrating and interfacing with algorithms, tools, and services from external areas and partners. The SAFFIRE IDIQ Contract ordering period remains a 5-year ordering period ending on 31 January 2026.
This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
