Description

Sources Sought/Request for Information-FY24 Architect and Engineering Contracts for Survey Engineering, Mapping and Related Services Project. This market survey is for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The purpose of this announcement is to gain knowledge of interest, capabilities and qualifications of all firms interested in participating in the competition to compete and perform a firm-fixed price Architect and Engineering contract. The Government will not pay for any information provided because of this market survey.





The U.S. Army Corps of Engineers, Memphis District (MVM) is conducting research to determine the capabilities of potential contractors to support the Architect and Engineering Services Project (Multiple Award Task Order Contract (MATOC). MVM is seeking qualified, experienced sources capable of performing various civil works projects and support for other agencies. Work may be comprised of topographic surveys, hydrographic surveys, dredge material measurement surveys, monitoring surveys, construction layout surveys, geodetic control surveys, mobile laser scanning, boundary and cadastral surveys, GPS surveying and mapping. Firms with demonstrated specialized experience, competence, and qualifications pertinent to survey engineering, geodetic surveying, land and boundary surveying, hydrographic surveying, mapping (Bentley CADD capability required) and related services are desired for consideration. The contract services performed under this contract may support the Government revetment construction project along the Mississippi River located in the Memphis, Vicksburg, and New Orleans Districts. Work areas will normally be within the boundaries of the Memphis District (which includes portions of AR, IL, KY, MO, MS, and TN) but work assignments may be made in other Corps of Engineers Districts.





A-E task orders will utilize the two-phase Task Order Requirement Notice (TORN) process in accordance with 40 United States Code, Chapter 11, Selection of Architects and Engineers (Brooks Act) and FAR requirements. Phase 1: Simplified process or Request for Supplemental Information (RSI) TORN. Phase 2: Request for Proposal is submitted to the most highly qualified contractor with the attached Scope of Work. Procedures are followed to award the task order.



The MATOC ordering period will be five (5) years. The total contract capacity will not exceed $25M. Upon award to the initial MATOC pool, individual task orders will be competitively issued to MATOC holders, through designating the locations and types of work that will be performed on each task order.



Acquisition Strategy: U.S. Army Corps of Engineers, Memphis District (MVM), proposes to award up to 5 Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) utilizing Surveying and Mapping (except Geophysical) Services, NAICS 541370. The Small Business Size Standard for this requirement is $19.0 Million. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, to receive a government contract award.
