Description
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.

Statement of Work for VA Ann Arbor Health Care System
Project Title: External Temperature Management System
1. General Objectives and Requirements
Objective: The VA Ann Arbor Health Care System seeks to acquire an External Temperature Management System. This system is integral for providing our post-cardiac arrest care to the current standard of care benchmarks.
Authority: This project is initiated under the guideline of providing Post Cardiac Arrest Standard of Care for veterans.
Purpose: To enhance the quality of care for veterans following a cardiac arrest by being able to induce and control hypothermia in Veterans post-cardiac arrest. Hypothermia has been shown to improve the outcomes post-cardiac arrest.
Background: The proposed system is a sophisticated temperature control unit, designed to both cool and warm patients. Key features include:
- Non-aerosolizing of bacteria.
- Construction from soft, non-woven, non-adhesive fabric to maintain skin integrity.
- Insulation to reduce condensation and moisture near the skin.
- Reusable components including hoses and patient temperature cables.
- Patient data visualization with real-time graphs showing patient and target temperatures, water temperature, and power levels.
- Comprehensive alarm management with situational guidance.
- High-precision temperature control, updating every 1.3 seconds, maintaining temperature within + 0.1 degrees C.
- Versatility for use in various clinical settings such as ICU, OR, and procedural areas.
- Multiple operational modes: automatic, manual, and monitoring.
- Pause function for therapy.
- Display of ongoing and total therapy duration.
- Mobility features include swivel casters, battery backup, and a removable water reservoir.
- A range of thermal transfer devices in different sizes.
- Choice of skin or Foley temperature sensing probes.
Scope and Methodology
Tasks and Deliverables:
- Supply of disposable thermal temperature wraps and leg wraps.
- Provision of patient temperature probes (skin and Foley).
- Reusable cables.
- Supply of click-tite or colder connector hoses.
- Temperature management hoses.
Reporting Requirements:
- Comprehensive graphs displaying patient and target temperatures, water temperature, power levels, alarm statuses, and current and total therapy durations.
The purchase order period of performance is 60 Days ARO.

Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Products and Commercial Services.” If paragraph (j) of the provision is applicable, a written submission is required.

All quoters shall submit the following: quote to include information that demonstrates the proposed item meets all requirements.
All quotes shall be sent by email to Percy Johnson at percy.johnson2@va.gov.
Award will be based upon Lowest Price Technically Acceptable of quotes in accordance with the Simplified Acquisition Procedures of FAR 13.
The award will be made to the response most advantageous to the Government.
Responses should contain your best terms, conditions.
To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
