Anodize Line Annual Maintenance

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to George Koch Sons, LLC, (Cage Code 34123, 10 S 11th Ave, Evansville, IN. 47712-5020) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Fleet Readiness Center Southeast (FRCSE) at Naval Air Station (NAS) Jacksonville has a requirement for the annual preventative maintenance, emergency maintenance, and on-site repairs to include parts service contract for a KOCH automated anodize plating line. The anodize line is used on a daily basis and is a valuable asset to meet the specific coating requirements of several high priority components that FRCSE processes. KOCH is the original designer, developer and manufacturer of the Anodize Plating Line installed at FRCSE. KOCH is the only source with the requisite knowledge, experience, and technical expertise to maintain the full functionality of the Programmable Logic Controller (PLC) and the Human-Machine Interface (HMI) software. KOCH is the only source with the technical data, facilities, and capabilities required to provide the requested maintenance and documentation. George Koch Sons, LLC. is the only known qualified source capable of satisfying the Government's specific requirements and mission for this procurement. For this reason, the Government intends to procure these products on a sole source basis from George Koch Sons, LLC. (CAGE Code: 34123).

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
