NAVAL SUPPORT ACTIVITY WASHINGTON

This is a sources sought notice only. This is not a Solicitation for Offers. There will not be a solicitation requested at this time. The Government will not pay for information requested nor will it compensate any respondent for any subsequent proposal, if any. This notice is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining issuance of a Solicitation for Offers, which we anticipate issuing in the next 60 – 90 days. The contract number for this project is ‘N40080RFI24RP00048’. Please reference the project as ‘N4008RFI24RP00048’ in your responses to this RFI, and any relevant correspondence.
Introduction and Purpose:
The Department of the Navy (the “Navy”), through Naval Facilities Engineering Systems Command, Washington (NAVFACSYSCOM Wash) Real Estate Business Line, requests an expression of interest from prospective entities (developers, property owners, property managers, contractors, teams, consortiums, joint ventures, etc.) capable of leasing, operating, building-out, managing, financing, permitting, planning, repairing, protecting, and maintaining secure space commonly referred to as Sensitive Compartmental Information Facility (SCIF) and Special Access Program Facility (SAPF) spaces that meet the requirements of Intelligence Community Directive (ICD) 705, Intelligence Community Standard (ICS) 705, and Committee on National Security Systems Advisory Memorandum (CNSSAM) TEMPEST at a facility or facilities within 20 miles of the Washington Navy Yard in Washington, District of Columbia for the Navy’s mission and operations. The space must be 30,000 Square Feet, and must meet the requirements of ICD, ICS, CNSSAM, their subsections, and all other relevant security policy as provided in Enclosures 1 - 5. The Navy may be open to looking at non-contiguous spaces to accommodate the requirement. The Navy requires a full service lease to include the provision of the following: janitorial services, electric, water, sanitary sewer, etc.
