NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT



THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a sole source contract under the statutory authority of 15 U.S.C 637f and in accordance with FAR 6.302-5(b)(6).



The Reference Number is FA441823Q0008. The 628th Contracting Squadron (628 CONS), located at 101 E. Hill Blvd B503, Joint Base Charleston (JB CHS), South Carolina 29404, intends to solicit and award a sole source contract to WRGA Fire Training Solutions, Inc., 635 Teresa St, Kaysville, UT 84037, to provide inspection and repair services for the JB CHS Fire Training Facility. The requirement consists of semi-annual and annual inspections and as needed repairs of Aircraft Fire Training Facility (AFTF), Structural Fire Trainer, Confined Space Trainer, Rescue Tower, Kiddie Trainers, and High-Density Polyethylene (HDPE) Liner to ensure serviceability and prevent deterioration of operational effectiveness. The Fire Training Facility also has a water conservation pond, burn area, and trench and includes a high-density polyethylene liner. All work being performed shall ensure compliance with the following National Fire Protection Association national consensus standards:




  • NFPA 54, National Fuel Gas Code (2021 Edition)

  • NFPA 58, Liquefied Petroleum Gas Code (2020 Edition)

  • NFPA 70, National Electrical Code (2020 Edition)

  • NFPA 405, Standard for the Recurring Proficiency of Airport Fire Fighters (2020 Edition)



The statutory authority which permits other than full and open competition for this acquisition is 15 United States Code 637f, as implemented by FAR 6.302-5(b)(6) and FAR 19.1406(a). 628 CONS intends to solicit and award a sole source award to WRGA Fire Training Solutions, Inc., a service-disabled veteran-owned small business concern. The applicable NAICS is 811310 with a size standard of $12.5M.



This notice of intent to award a sole source contract is not a request for proposals or quotations. However, responsible sources may submit a capability statement which shall be considered by the agency. Those wishing to identify their capability to provide the aforementioned services should respond to this notice providing their company name, company address, point of contact, phone number, email address, CAGE number, and should indicate whether they are authorized by vendor WRGA Fire Training Solutions Inc. to inspect, maintain, and repair the AFTF’s Cellular Raceway Ignition System, High Wind Assembly, and Igniter Assembly without voiding WRGA’s 20-year warranty.



A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
