NOTICE: This is a synopsis of proposed contract action in accordance with (IAW) FAR Subpart 5.2. This is neither a Request for Proposal (RFP) nor an Invitation for Bid (IFB). This notice should not be construed as a commitment by the Government, but rather a synopsis prepared IAW FAR 5.207 for the purpose of notifying potential offerors of an upcoming solicitation for supplies.
DESCRIPTION: Hill Air Force Base, AFSC OL:H/PZIMB intends to issue a RFP for the the upgrade , refurbishment, and modernization of six (6) Guided Missile Test Stands (GMTS)s with automated controls and primarily Commercial Off-The-Shelf (COTS) components to allow for life-cycle sustainment.
The official solicitation number is anticipated to be FA822724R0002, although this number is subject to changed based on availability.
The anticipated period of performance will be approximately 36 months, with the first three (3) stands being accomplished within the first 18 months and the remaining three (3) stands being accomplished in the last 18 months.
This effort will enable life-cycle sustainment through the 309th Maintenance Support Group (MXSG) at Hill Air Force Base, Utah. Government owned data, such as Maintenance and Operations Manuals, Technical Orders, and Software shall be updated to reflect the enhancement and upgrade made to the refurbished GMTSs. The stands shall meet or exceed all current functional requirements IAW the System Requirements Document (SRD) for the GMTS. The new stands shall have a minimum operating life, with periodic maintenance, of not less than 20 years. Also, as part of the requirements, the following will be included: all equipment, adapters, tools, supplies, labor, and management necessary for the removal, upgrade design, refurbishment, delivery, installation, and training.
Anticipated CLIN structure and unit of issue will be as follows. The government reserves the right to modify this structure in the formal RFP.

The Government encourages vendor feedback on the draft documents. The Government anticipates releasing the official RFQ on 10 April 2024; therefore, all responses to draft documents need to be submitted no later than 11 May 2024.
