Title of Work: Seepage Remediation at Various Locations
Project Description: The work consists of furnishing all plant, labor and materials for the work to be performed. Specific items of work per Task Order may include, but are not limited to environmental protection; storm water pollution prevention; clearing & grubbing; debris disposal; borrow pit development and excavation; stockpiling of material; processing of fill material for moisture control; placing semi-compacted and compacted backfill; relief wells installation; well and pump testing; soil testing; gravel pack construction; pilot hole borings; guard posts installation; relief well concrete base installation; placement of geotextile (filter fabric); culvert clean-out; culvert installation/replacement; flared end section installation; stone grouting; stone and rip-rap installation; establishment of turf; and any incidental related work according to the base MATOC specifications and supplemental specifications & plans for each individual Task Order.
North American Industry Classification System: 237990-Other Heavy and Civil Engineering Construction. For the purpose of this procurement to qualify as a small business concern, in addition to being independently owned and operated and not dominate in the field of operation in which it is bidding on Government contracts, the concern must have had average annual sales receipts for the preceding three fiscal years not exceeding $45M.
Acquisition Strategy: The procurement will be advertised as HUBZone set-aside and will have a shared capacity amongst the MATOC pool of $45M. In accordance with FAR 15.304(c)(1)(ii), the MVM intends to award contracts to all qualifying offerors.
Work Location: The work shall primarily be located in Eastern Arkansas and Southeast Missouri, but may be anywhere within the Memphis District boundaries.
Magnitude of Work: More than $10,000,000.00
Contract Duration: 5 years (no options)
Request for Proposal: Will be issued on or about 28 September 2023
Proposal Due Date: On or about 27 October 2023
The resulting solicitation will be established of a MATOC with a single pool of up to four or more unrestricted awards. The Solicitation Number will be W912EQ23R0025. A copy of this solicitation may be downloaded from Procurement Integrated Enterprise Environment(PIEE) the Web Site at https://piee.eb.mil. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for proposal preparation costs.
