Notice of Intent to Award Sole Source FY23 Purchase Order for Cradle Software, and Associated Support and Services for Multiple NASA Centers

NASA/NASA Shared Services Center (NSSC), located at Building 1111 Jerry Hlass Road, Stennis Space Center, Mississippi 39529, has an agency requirement for the procurement of:

Annual software maintenance services for the Human Exploration Operations Mission Directorate (HEOMD) Cradle Software licenses and to procure additional Agency-wide software licenses, training, or consulting services for 3SL products. HEOMD customers currently use Cradle Software to support systems engineering, modeling, and requirements management. The maintenance will consist of the following:

• The delivery of Releases, Versions, Correction Levels and Software correction packages, License keys.


• Software problems reporting and resolution support via telephone and/or other electronic support

NASA Shared Services Center (NSSC) intends to issue a sole source firm-fixed price contract for the above referenced requirement per under the authority of FAR 6.302-1. It has been determined that Structured Software Systems Ltd. (3SL) is the sole provider of 3SL Cradle related products and services and no other type of items will satisfy agency requirements, thereby precluding consideration of a product manufactured by another company.

The North American Industry Classification Systems (NAICS) code for this procurement is 541511– Custom Computer Programming Services. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12. The proposed contract will have a one 12-month base year and three (3) option years of new software licenses and software maintenance to term Cradle licenses.

This notice of intent is NOT a request for competitive proposals, however interested organizations may submit their capabilities and qualifications, to perform the effort, electronically via email to Clifford Eugene, clifford.j.eugene@nasa.gov, or nsscelmt@mail.nasa.gov, not later than 12:00 pm Central Standard Time on May 26, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
