Sources Sought:



This is a Sources Sought announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the General Services Administration (GSA) to facilitate the decision-making process. The intent of this Sources Sought is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses.



This Sources Sought is one facet in the Government’s overall market research. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.



This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research.



Respondents will not be notified of the results of this market research.





The GSA is seeking Small Business, SBA certified 8(a) Business, SBA certified HUBZone Small Business, Women-Owned Small Business, and/or Service-Disabled Veteran-Owned Small Business sources with current and relevant experience, personnel, and capability to self-perform Design Build Construction to Design/Install a Fire Suppression System, Replacement of Roofs, and Electrical Distribution Systems for the Internal Revenue Service (IRS) Customer Service Center located in Memphis, TN.



The North American Industry Classification System (NAICS) Code is 236220 (Construction and Institutional Building Construction) with a Small Business Size Standard of $45 million.



Project Summary:



The project consists of three (3) main components: Roof replacement, Electrical Distribution Systems upgrades, and replacement of the Fire Suppression System:



1. The first component of work is the design, repair, replacement, and improvement of thermal and moisture protection systems and rainwater drainage systems at roofs of the Internal Revenue Service Center in Memphis, Tennessee. The existing roof covers involve approximately 836,000 square feet of built-up asphalt membrane; bituminous base flashing; metal counterflashing and parapet copings; rigid insulation over metal decking; internal rain leaders and conductors; and associated materials and components. As-built drawings indicate that the metal deck and structural steel supports provide the roof slope.

As-built drawings indicate that the metal deck and structural steel supports provide the roof slope. The designer-builder shall design and construct appropriate repairs, replacements, and improvements of roof cover and rainwater drainage systems for up to 618,000 square feet of this facility. The designer-builder shall confirm the quantity of roof area prior to submitting a proposal. In addition, the project requires a web-camera surveillance system to monitor on-site roof work through project completion. The designer-builder shall also provide a twenty-year (20-year), no- dollar-limit (NDL) warranty on all areas of roof replacement. The warranties shall include wind riders to cover damage caused by winds speeds up to one-hundred forty (140) miles per hour or up to the design wind speed for the project location, whichever is less.



2. The Second component of work is replacement of the existing Westinghouse POW-R-100 Circuit Breakers in the Memphis IRS Service Center Buildings which includes a total of twenty-six (26) Circuit Breakers. The designer-builder shall provide a one-year (1-year) warranty on all replaced breakers, including all parts and labor.



3. The Third component of this project is replacement of the fire alarm system, including all fire alarm control panels, initiating devices, notification devices, wiring, control modules, monitor modules, NAC panels, tamper switches, flow switches, etc. within the Memphis IRS Service Center Complex. The new Fire Alarm system and installing contractor are required to be UL certified.

Within your capability statement please address the following:



1. Type of Business: Identify whether your firm is a Small Business, SBA certified 8(a), SBA



certified HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, and/or



Women-Owned Small Business concern. For more information on the definitions or



requirements for these small business programs, refer to http://www.sba.gov/.



2. Bonding Capacity: Provide your surety’s name, your maximum bonding capacity per project,



and your aggregate maximum bonding capacity. Minimum Required Bonding Capacity is $35Million.



3. Experience: Submit a minimum of three (3) and maximum of five (5) recent specific



government or commercial Design Build Projects your firm has self-performed to demonstrate



your experience that are similar in nature to this project. Submit at least two (2)



self-performed relevant Design/Build Projects with a value of $40M or higher.



For each of the projects submitted for experience evaluation, please include the following:



● title and location



● award and completion dates



● contract value



● type of work for overall project and type of work your firm self-performed



● customer information including point of contact, phone number, and email address



● whether the work was performed as a prime or subcontractor



● type of contract (Design/Build, Design-bid-build)



● narrative project description



● description of the work that was self-performed by your firm, including the percentage of



contract value your firm self-performed



GSA may utilize an acquisition strategy based on the likelihood that a sufficient pool of qualified contractors will be competitive on a future solicitation.
