Description
SOURCES SOUGHT:

The VA Medical Center, 718 Smyth Road, Manchester, NH has a requirement for a Firm Fixed Price contract to provide professional Architect/Engineer (A/E) Design for Project Number 608-23-118. Architect/Engineer (AE) shall provide professional services for assessment, design, specification, and construction period services. The intent of this project will remove the former patio drop down roofs from each wing and replace them with a continuous roof line and roof material. The SPS suite, in the areas where there will be instrument processing, will need to have the windows removed bricked in to match the existing pattern, plane and finish of the building. The rest of the construction area will need new windows installed that meet energy star ratings. The shell will be abated of any encountered asbestos known to exist in the exterior caulking and fluid applied vapor barrier underneath the brick facing, as well as any uncovered asbestos insulation found during the project that is currently encapsulated in the wall cavities. Insulation will be installed on the interior of the shell to meet current design guidelines and energy codes. This project will also remove the ductless split AC systems on this floor and replace them with a fully functional and TIL compliant HVAC system. The VA TIL design guides will be used to design and construct the areas being renovated.

SCOPE:
The scope of this project consists of Architectural and Engineer (A/E) services required to complete the project.

The period of performance (type A and B services) is 1000 calendar days and shall begin upon issuance of the Notice to Proceed (NTP) by the Contracting Officer.

The estimated construction budget is between $10,000,000 and $20,000,000

The VA will not be responsible for any costs incurred by interested parties in responding to this announcement.

This is a Request for Qualifications:

The purpose of this notice is to request SF-330 Qualification statements from qualified SDVOSBs that have the experience directed at the requirements of the Statement of work.

The design effort is to be completed by more than 50% SDVOSB and VOSB.

The NAICS code is 541310 and the small business size standard is $12.5 million.

Firms must have valid registration in the System for Award Management (SAM). Visit: beta.SAM.gov to register in this database. SDVOSB firms must be verified in VETBIZ under NAICS 541310. Visit: vip.vetbiz.va.gov


RESPONSE:

Interested SDVOSB firms must provide their qualifications to the Contracting Specialist no later than 2:00pm on March 10, 2023via email to Carol.ahnee@va.gov.

The following information is required as a valid response:

A positive statement of your intention to submit a proposal in response to a solicitation for this project and include your firm s DUNS Number, Firms address and Contact information.

Evidence of your experience in A/E Services for complete design and construction of a project similar to this one at a Medical facility (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs).

Qualifications (Adjectival Evaluation Factors):

a) Professional Qualifications :Â Â Â
Minimum Requirement:Â The A/E firm shall have a minimum of two full-time licensed Professional Engineers (PE), 2 PE's in mechanical engineering.
b) Specialized Experience  Â
Minimum Requirement: The A/E firm shall have completed a minimum of 1 design for projects completely renovating a sterile service department or construction of a new sterile service department This project shall have had a total project cost of at least $6M and been designed in the last 10 years.    Â
c)Â Past Performance:
A/E is required to supply references for at least 3 projects from b) above. Past performance rating will be based on those references and/or any information available in CPARS or other government performance rating systems.
d)Â Location:Â
Minimum Requirement:  Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project                       Â
SF-330 Architect- Engineer Qualifications completed for the intent of the project.

Evidence that your SDVOSB firm will perform more than 50% of the requirement with a qualified SDVOSB and or VOSB team.

Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB concern.

SELECTION PROCESS:

The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit SF-330 Qualification Statements of Capabilities. In Stage II, the A/E team most qualified will be requested to submit a price proposal for negotiations in an issued Request for Proposal.
