This announcement is seeking information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this sources sought, and no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT.
COMPETITION AND SET-ASIDE DECISIONS WILL BE MADE BASED ON THE RESULTS OF THIS MARKET RESEARCH AND THE FEEDBACK FROM THIS SOURCES SOUGHT
The U.S. Army Corps of Engineers, New Orleans District is issuing a Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and experience with alternative construction methodologies (float-in, lift in place, etc.) for the upcoming construction of the East and West GIWW Floodgates for the Morganza to the Gulf, Risk Reduction System. The purpose of this Sources Sought synopsis is to gauge interest, capabilities, and qualifications of the construction community, as the Government must ensure there is adequate interest, capability, and competition amongst the potential pool of responsible contractors. After review of the responses to this Sources sought synopsis, and if the Government plans to proceed with an acquisition, a solicitation announcement will be published in the BETA/SAM.com. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
The project will consist of the construction of two (2) large sector gate complexes within the Gulf Intercoastal Waterway (GIWW East, a 125-ft sector gate east of Bayou Lafourche, and GIWW West, a 125-ft sector gate west of Houma) in both Terrebonne and Lafourche Parishes. The complexes will include excavation, disposal of excavated material and debris, importing backfill, sheet pile installation, foundation pile installation, steel fabrication, riprap installation, guide walls and protection dolphin installation, and gate bay wall and slab placement.
Traditional construction techniques of placing a temporary cofferdam within the GIWW, dredging a temporary by-pass channel to allow for the continuous navigation traffic, and the placement of concrete in the dry have been utilized in the past for the construction of similar gate complexes. However, with cost and navigation impacts of utmost importance for these proposed contracts and the advancement of alternative construction methodologies, the government is seeking input from industry to measure the interest, capabilities, and qualifications of the Construction Community.
The Estimated Magnitude of construction is between $100,000,000.00 and $200,000,000.00 per gate contract. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990.
The Firm's response to this Sources Sought Synopsis shall be limited to five (5) pages and shall include the following information:
1. Experience in design and construction of float-in/lift in technologies
2. Challenges and obstacles that required the alternative construction methodology
3. Contract type, firm fixed price or cost reimbursable?
4. Customer name
5. Timeliness of performance
6. Customer satisfaction
7. Project awarded cost and final completed construction cost.
