The U.S. Army Corps of Engineers Detroit District is seeking contractors for the Little Manistee River Sea Lamprey Barrier and Trap construction project located in Manistee, Michigan.
The U.S. Army Corps of Engineers Detroit District intends to issue an Invitation for Bid (IFB) to award a firm fixed-price construction contract for the following construction services:
To improve sea lamprey control, construct a new auxiliary spillway structure and sea lamprey trap structure at the existing Michigan Department of Natural Resources (MDNR) Fish Spawning Station and Weir in Manistee, MI. The work will primarily consists of replacing the concrete spillway structure located north of the Little Manistee Weir. The new auxiliary spillway will consist of steel sheet pile (SSP) and driven wide flange (WF) piles to create a 70 foot long, 6 bay, adjustable height weir. Aluminum stoplogs will be fabricated for each bay in the weir structure and a steel walkway will be constructed over the weir for stoplog placement. Excavation and grading will be performed upstream and downstream of the new spillway weir. The portion of the spillway downstream of the weir will consist of a 6” concrete slab. Riprap placement will be required for scour protection.
Minor alterations to be made to the existing Little Manistee Weir include the removal of the existing trash grates from the upstream face of the weir, installation of new fish jumping screens on the downstream face of the weir, and the closure of the opening between Bay 1 and Bay 2. Restoration activities include fencing, grading, and seeding.
The project may also include the construction of a permanent sea lamprey trap downstream of the northmost bay of the existing Little Manistee Weir. The structure will consist of a trap vault and lift system and require the fabrication of new stoplogs to be used in this bay. The trap vault will consist of steel plates and angles and be supported by two driven WF piles.
General Information:
The solicitation package materials, documents, and attachments to the anticipated solicitation will be available only electronically and via sam.gov where there will be a link to the attachments which will be stored in the Procurement Integrated Enterprise Environment (PIEE) system. Electronic submissions is required through the PIEE Solicitation Module suite at https://piee.eb.mil/. All contractors must be registered on SAM.gov and PIEE. The Government will NOT supply hard copy documents to any interested parties as a result of this solicitation.
Please note, the Government will NOT be maintaining a bidders list during the solicitation period. However, vendors are strongly encouraged to review the “Interested Vendors List” tab found on sam.gov for this solicitation.
In order for interested contractors to conduct business with the Federal Government, contractors must be registered in the System for Award Management (SAM) prior to submission of bid. Contractors can access SAM for free at www.sam.gov.
