The 28th Contracting Squadron, Ellsworth AFB, South Dakota, has issued this Solicitation, FA469023Q0032, to compete and award a single award Firm Fixed Price (FFP) contract using FAR Part 12-Acquisition of Commercial Items, FAR Part 13-Simplified Acquisition Procedures for the 28th Maintenance Group Additive Manufacturing Flight.

Delivery, installation and training will be 60 days after contract award (ACA),

This will be a 100% Small Business set aside solicited under North American Industry Classification System (NAICS) code 333921 with a size standard of 1000 employees. To be eligible to compete for Small Business set-aside awards, vendors must be certified in accordance with current Small Business Administration (SBA) regulations.

Attached to this Solicitation Notice is the Standard Form 1449 Solicitation, the Attch 1 – Air Compressor (SOW) for this requirement and Attch 2- B7520 Air Compressor Drawings.

Site Visit: A site visit is scheduled for 07 July 23 at 10:00 AM, MS Daylight Time. It is encouraged for a technical representative to attend. This requires placing equipment in areas that may have constraints based on the equipment size.

All questions and comments on this Solicitation must be submitted in writing to Amanda.McGovern.1@us.af.mil no later than 12 July 2023 by 2:00 PM MDT. Please title all emails with questions with the following subject line: “FA469023Q0032 – Solicitation – Air Compressor Equipment Group”. Questions will be answered via posting an amendment to this solicitation on www.sam.gov.

All interested and responsible entities are invited to submit a quote that will be considered by the 28th Contracting Office at Ellsworth AFB, South Dakota, 57706. The award will be based on the criteria established in the solicitation.

Vendor quotes and all items required as listed within the Addendum to 52.212-1, Instruction to Offerors, are due to be submitted not later than 17 July 2023 by 2:00 pm MDT to Amanda.McGovern.1@us.af.mil . Please title all submissions with the following subject line: “Quote FA469023Q0032 – Solicitation – Air Compressor Equipment Group”.

Small Business contractors submitting a quote must have and list within the quote the vendors assigned Cage Code and be registered and ACTIVE in the System of Award Management (SAM) at www.sam.gov to receive an award for this procurement.

The purpose of this requirement is to solve a problem with compressed air containing oil contaminants. The procurement of an Air Compressor Equipment Group has been determined to solve the problem and requires purchase, delivery, installation and training of items to meet or exceed the following:

Quality of the compressed air in accordance with IS0 8573

Water content: Class 4 --- (Pressure Dew Point: 3 C))
