Description

The Mission and Installation Contracting Command-Installation Readiness Center on behalf of the Mission and Installation Contracting Command-Fort Carson, intends to issue a solicitation for a contractor to provide Base Operations Support Services at the U.S. Army Fort Carson, CO.



Description of Services:



The Contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS. Work includes all required maintenance, labor, materials and repairs to facilities, structures, buildings, and utilities that are classified as real property, and Army Training and Evaluation Center non-real properties, unless otherwise stated in this contract, to include installed building equipment as defined in Army Regulation (AR) 420-1, Army Facilities Management. The following is a list of Common Level of Services (CLS) that will be included in this acquisition:

Solicitation: The Government anticipates a solicitation release date on or about March 4, 2024.



Requests for printed copies of the solicitation will not be accepted.



Contract type: A Firm Fixed-Price contract is anticipated, and award will be made to the offeror who provides a proposal that best meets the Government's requirement. All requirements, evaluation criteria, basis for award and proposal due date will be provided as part of the solicitation.



Period of Performance: The anticipated period of performance will be a 60-day phase in, 10-month Base period and four one-year options to include the six-month extension under FAR 52.217-8. The anticipated full period of performance is November 1, 2024 to October 31, 2029.



Competition Status: This requirement will be a HubZone small business set aside under NAICS Code 561210 Facilities Support Services with the size standard of $47,000,000.00.



Vendor Requirements: All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and must have completed Representations and Certifications through the System for Award Management (SAM) at https://sam.gov.



2. NOTICE OF SITE VISIT



A site visit will be held at Fort Carson, Colorado on 13 MAR 2024 at 0800 MST. There will be a short briefing in Building 1225 followed by a driving tour of facilities. The purpose of the site visit is to allow attendees to get familiar with the site. Questions will not be answered during the site visit. Attendees are encouraged to take notes of questions, then after reviewing the solicitation documents, submit your questions no later than the due date as posted in the solicitation. Prospective offerors are highly encouraged to attend the site visit. Remarks and explanations provided by Government representatives during the site visit shall not change the terms of the RFP. Any change to the RFP terms will be conveyed through an amendment to the RFP. Failure to attend the site visit will not disqualify the Offeror; however, the Offeror acts at its own risk and will not be relieved from complying with the terms and conditions of the solicitation or any resultant contract by reason of such failure. In no event will a failure to inspect the site constitute grounds for a claim after award of a contract.



Companies are limited to two (2) attendees per firm due limited transportation. It is the responsibility of the attendees to request access to the base. Attendees that do not have current access to the base must utilize the mobile site: http://pass.aie.army.mil to request access no later than 10 MAR 2024. Attendees will be required to submit your personal identifiable information for the purpose of performing a background check. Attendees will receive a text to notified them if they are approved and cleared to access the installation. Please save the text information to show at the gate if requested. All attendees must also bring a physical copy of their driver’s license, proof of insurance, and proof vehicle of registration to present at the Officers at the gate. Attendees will utilize gate 2 to access the base then proceed to Building 1225. Please refer to the attached map as needed.



Attendees must also must notify Samuel Colton, Contracting Officer, and Melanie Palmas, Contract Specialist, by electronic mail (Samuel.j.colton.civ@army.mil and Melanie.d.palmas.civ@army.mil) no later than 1400 on 4 MAR 2024 if attending the site visit. Include in the Subject Line: “W5168W-24-R-0009, Site Visit.” Notification shall include attendee full name, company, and email address. If no response is received, the conference may be cancelled. No other pre-proposal conference will be scheduled. Attendance is at the expense of the Offerors. The Government cannot guarantee access to Fort Carson at any other time.



Attendees must arrive on time to be included in the site visit. The visit will start promptly at 0800, MST and anyone arriving after that time will be denied admission. Be advised that Fort Carson is a limited access installation, and people entering its gates are subject to entrance requirements and possible search. Photography or video recording is prohibited.
