PURSUANT TO FAR Subpart 5.2—Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION.
THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institutes of Health (NIH), National Institute on Aging (NIA) intends to negotiate and award an increase to the ceiling of the existing indefinite delivery, indefinite quantity (IDIQ) contract with DATACONSULT-IO LLC, 1275 25TH STREET NORTHWEST, Suite 805, Washington, DC 20037. The IDIQ contract for NIA Neurodegenerative Disease Scientific Data Science and Technology Consulting Services was awarded against solicitation number 75N95020R00030. The contract number is 75N95020D00014 and the current ceiling is $15,506,205.00 and the proposed contract action will revise this ceiling to $18,595,642.25. The ordering period of 8/24/2020 – 8/23/2025 remains unchanged.
This notice of intent is not a request for competitive proposals. A solicitation document will not be issued, and proposals will not be requested. However, responsible sources may express their interest by submitting a capability statement or proposal. All capability statements or proposals received within this notice's response date will be considered by the Government. A determination by the Government not to complete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
PURPOSE/BACKGROUND
The purpose of this requirement is to procure scientific data consulting services related to neurodegenerative diseases in support of the National Institute on Aging (NIA), Center for Alzheimer’s and Related Dementias (CARD). The NIA CARD uses scientific data consulting services on an array of projects including rapid cloud-based processing of exome and genome sequences in Parkinson’s disease; facilitating cloud based environments for real-time multi-center collaborations on large omics datasets; predictive modeling and remote phenotyping in Parkinson’s disease; international collaborative efforts in charting neurological disease progression; and building robust analytics infrastructure for reproducible and reliable statistical genetics applications.
OTHER IMPORTANT CONSIDERATIONS
(1) The acquisition is conducted as non-competitive under the authority of 41 U.S.C. 3304(a)(1) under provisions of the statutory authority of FAR Part 6.302-1. The North American Industry Classification System (NAICS) Code 541690 with a size standard of $19.0 million.
