The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires Tug Services for the NOAA Ship Fairweather.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2120-23-00331 is issued as a firm, fixed-price, commercial request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.

(iv) The NAICS code for this acquisition is 488330, Navigational Services to Shipping; the small business size standard is $41.4m. This acquisition is set aside for small businesses.

(v) Line items are as follows:

CLIN 0001: 6 Hours of tug service in Newport Harbor, Oregon. Projected date 13Jan23 from 0900 to 1500.

(vi) Description of requirements for the items to be acquired: The NOAA Ship Fairweather requires the service of a tug boat to hold the vessel free of pier for up to 6 hours. Ship will be conducting draft verifications from a skiff in that time. Tugboat shall be able to safely handle the 231’ long vessel with a load line displacement of 2094 long tons in Newport, OR harbor.

It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers will not be considered.
