REQUEST FOR INFORMATION (RFI) – PAINTING ANECHOIC CHAMBER FLOOR BUILDING 1030





THIS IS A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST.



- REQUIREMENTS –



Requirement for Painting and Epoxy Coating installation for the Anechoic Chamber Floor Building 1030.



The objective of this requirement is to secure the services of a qualified contractor to install an epoxy coating on a portion of the concrete and metal floor areas in Building 1030, Edwards Air Force Base (EAFB), California. The proposed epoxy coating shall be resistant to chemicals and be designed for use in an aircraft hangar environment. In addition to floor painting, optional bid items will include grid lines, grid coordinate painting, and joint filling. All grids will be painted on the floor to form an accurate (tolerance for grid is ¼” in 80’). The tolerance for the 360-degree markings are to be within 1/10th of a degree. The government will perform the layout work, provide, and install all required stencils. The contractor will be required to paint the stenciled areas and the degree marks.




  • Prepare the areas to receive coating in accordance with the manufacturer’s recommendations, then coat the steel turntable and concrete area of the chamber known as the “hardback” in white, paint the tow-line in black, yellow, black, paint the perpendicular center line in black, yellow, black, paint the degree marks at 5 degree intervals in red and between the 5 degree intervals in black, static grounds in yellow, paint the egress door in black and yellow stripes, and all plate stenciling in ½” tall letters. Note: The government will provide and install the stencils, the contractor shall paint. See drawings for a complete description of the required color scheme.



Turntable




  • -The contractor shall paint a grid system on the turntable. The grid system shall be yellow 4-ft by 4-ft and correspond with the existing grid system. The yellow grid lines shall be (½-inch wide). See drawings for details on grid system.

  • -Paint the grid coordinate numbers in each position as shown on the drawings. Grid coordinate lettering shall be 1” tall yellow.

  • -The contractor shall prepare the concrete floor by filling the existing grid lines which are approximately 1/8” wide by ¼” deep saw cuts in the concrete. The filler material shall be compatible with the proposed coating and flush with the existing floor.



Hardback




  • -The contractor shall paint a grid system on the concrete hardback area. The grid system shall be yellow 4-ft by 4-ft and correspond with the existing grid system. The yellow grid lines shall be (½-inch wide). See drawings for details on grid system.

  • -Paint the grid coordinate numbers in each position as shown on the drawings. Grid coordinate lettering shall be 1” tall yellow.

  • -Paint the plates in accordance with the color scheme shown on the drawings. Note: paint only the tops of plates, care shall be taken to avoid painting the edges.

The Government requests interested offerors that can fully support this requirement furnish the following information:





1. Company name, DUNs number and Cage Code, address, points of contact, phone numbers and e-mail addresses.





2. Information should include a brief description of experience in providing the type of support described above. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request.





3. Identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined the Federal Acquisition Regulation FAR Part 19 and also currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html.



The potential Product Service Code is Z2AZ “Repair or Alteration of Other Administrative Facilities and Service Buildings”, and the North American Industry Classification System (NAICS) codes assigned to this procurement is 238330 “Flooring Contractors” and the Small Business Size Standard is $19,000,000.
