Description
This is a PRE-SOLICITATION NOTICE for a commercial acquisition using FAR Parts 12 and 15. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). VENDORS SHALL NOT SUBMIT FORMAL PROPOSALS UNTIL AN RFP IS POSTED TO THE SYSTEM FOR AWARDS MANAGEMENT (SAM) WEBSITE. This procurement will be solicited as a TIERED EVALAUTIONS INCLUDING LARGE BUSINESS CONCERNS: The tiered set-aside based on an order of priority as established in 38 U.S.C. 8127 under the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited.

The Department of Veterans Affairs (VA), Regional Procurement Office East, Research and Development team is soliciting on behalf of the Massachusetts Veterans Epidemiology Research and Information Center (MAVERIC) and Clinical Excellence Research Center (CERC) entities based at the VA facility in Boston, MA.

Any resultant contract will be effective for a base ordering period of five (5) years. Individual task orders will award actual performance periods.

PROJECT OVERVIEW
The requirement to provide all support and resources necessary to facilitate primary data collection, program management, strategic communications, and education and training services for VA medical studies. The desired outcome is to drive veteran recruitment, engagement and retention for the VA sponsored Million Veterans Program (MVP). The contract will also provide high volume support to design and develop survey booklets, letters, and other printed materials. This process also includes material mailings, response tracking, and handling returned correspondence.

The Tasks and Associated Deliverables detailed below describe the anticipated services to be performed under this contract. However, specific taskings and deliverables will be issued under individual Task Orders.
Note: All letters and survey cover sheets should have VA logo (colored) and program logo (colored), survey instruction sheets should have program logo (colored), all questionnaire booklets and forms will be black/white with drop out color.
For tasks with design features, the contractor will design according to VA requirements, re-format as directed by the government and suggest design improvements to the government based on industry expertise. Design tasks will include integrating standard language into mailing materials that promote the MVP marketing/promotional messaging as provided by the government.
Prior to any outbound mailing, the contractor will check the address against applicable USPS databases and remove any mailing that will not be delivered, change the address where a new address is provided and update the mailing database as directed by the government.

The agency is contemplating single award of an Indefinite Delivery/Requirements contract with Firm fixed price (FFP) task orders to the contractor whose submission represents best value to the Government. The North American Industry Classification System code is 541611 Administrative Management and General Management Consulting Services. Interested parties shall be registered in the System for Award Management at (www.sam.gov).
The Veteran s Health Administration Regional Procurement Office - East estimates a posting date of solicitation 36C24E24R0003 on approximately May 6, 2024 and distributed solely through the SAM Website (www.sam.gov). This notice does not constitute a Request for Proposal (RFP), nor any other commitment by the Government and should not be construed to as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract.
