A-10 Nacelle Build-up Fixture – AMXG, Hill AFB
NOTE: Please refer to Item 6 (below) for instructions on how to request the electronic drawings.
The contractor shall build all items with the materials, hardware, and specifications contained in the blueprints and notes within each drawing, as specified in the Statement of Work dated 7 August 2023.
Delivery shall be no later than 4 months after receipt of order (ARO). Delivery and acceptance of all orders shall be at Hill Air Force Base, Utah.

b) All offerors must be registered in Supplier Performance Risk System (SPRS)
c) Ensuring the quote submitted is clear, excludes inconsistencies, and includes A-10 Nacelle Build-up Fixture as identified in the Statement of Work. The quote needs to be firm-fixed price and valid for thirty days..
d) Ensuring the quote includes all supporting information necessary to demonstrate and confirm how all specifications and required abilities outlined in the Statement of Work and Drawings are met.
e) Sufficient detail to demonstrate the offeror’s qualifications and ability to meet the delivery schedule identified in the Statement of Work and Item 5 of this solicitation.
f) Statement that fixtures will be built in accordance with the following industry standards: OSHA 29 CFR 1910 - Occupation Safety and Health Standards, NFPA 70 - National Electric Code (NEC), and ANSI/ISO/ASQ Q9001 Quality Systems.
A. To assure timely and equitable evaluation of offers, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Offer shall consist of two (2) volumes:
1. Volume I - Price Proposal
2. Volume II – Technical Proposal
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists Offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.
C. SPECIFIC INSTRUCTIONS:
(A) Complete blocks 12, 17a, and 30a, b, and c of the SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.
(B) Insert proposed prices for the base year Contract Line Item (CLIN) and each option CLIN in the SF 1449.
(C) Complete the necessary fill-ins and certifications in provisions.
D. DOCUMENTS SUBMITTED IN RESPONSE TO THIS RFQ MUST BE FULLY RESPONSIVE TO AND CONSISTENT WITH THE FOLLOWING:

All companies or individuals responding must be registered with the System for Award Management (SAM) and Supplier Performance Risk System (SPRS) at the time of solicitation closing for their quote to be considered for award.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before an offer’s specified expiration time, the Government may accept an offer or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
