A-10 Nacelle Build-up Fixture – AMXG, Hill AFB




  1. This solicitation is issued as a Request for Quotation (RFQ).

  2. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2023-04.

  3. This requirement is being pursued as a 100% Small Business Set-aside. The 2022 NAICS Code associated with the requirement is: 541420 Industrial Design Services The PSC/FSC code is 1560 Airframe Structural Components. The SBA’s size standard associated with the NAICS code is $17,000,000.00.


  4. Description of item(s) to be acquired: The 309th Aircraft Maintenance Squadron (AMXG) at Hill Air Force Base has a requirement to purchase two (2) build-up fixtures that will be used in the assembly of the A-10 engine Nacelle The contractor shall build the fixtures in accordance with the current revisions of drawings as identified in Statement of Work dated 7 August 2023.



NOTE: Please refer to Item 6 (below) for instructions on how to request the electronic drawings.



The contractor shall build all items with the materials, hardware, and specifications contained in the blueprints and notes within each drawing, as specified in the Statement of Work dated 7 August 2023.




  1. Length and dates of Agreements and place of delivery and acceptance:



Delivery shall be no later than 4 months after receipt of order (ARO). Delivery and acceptance of all orders shall be at Hill Air Force Base, Utah.



The contractor shall build all items with the materials, hardware, and specifications contained in the blueprints and notes within each drawing, as specified in the Statement of Work dated 7 August 2023.




  1. TO REQUEST THE DRAWING FILES: SEND AN EMAIL REQUEST TO THE POINTS OF CONTACT IDENTIFIED IN ITEM 18 (BELOW), OR THE CONTACT INFORMATION SECTION OF THIS OF THIS SOLICITATION ON SAM.GOV. INCLUDE THE REQUESTING FIRM’S CAGE CODE. ONCE APPROVED, AN EMAIL RESPONSE WILL BE SENT THROUGH THE DOD'S SAFE SITE PORTAL WITH INSTRUCTIONS ON HOW TO DOWNLOAD THE DRAWING FILES.

    The drawings are current as of 17 July 2023. It is the responsibility of the offeror and the selected contractor to ensure that Drawing Revisions are current.

  2. Invoices. Invoice shall be submitted after delivery of all items has been completed and accepted. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests, use of electronic payment requests is mandatory. DFARS 252.232-7006, Wide Area WorkFlow (WAWF) is the Department of Defense system of choice for submission of invoices and receipt/ acceptance of documents. Detailed information regarding WAWF is available on the internet at https://wawf.eb.mil/

  3. Offers are due by 5:00 PM Mountain Savings Time on Friday, September 1st, 2023, via electronic mail to kevin.hutchison.2@us.af.mil. Offeror is responsible for verifying receipt of offer. Oral offers will not be accepted.

  4. To be considered for award, Offeror is responsible to include the following in a response:

    a) The offeror’s CAGE code and an active SAM.gov Unique Entity ID.



b) All offerors must be registered in Supplier Performance Risk System (SPRS)

c) Ensuring the quote submitted is clear, excludes inconsistencies, and includes A-10 Nacelle Build-up Fixture as identified in the Statement of Work. The quote needs to be firm-fixed price and valid for thirty days..



d) Ensuring the quote includes all supporting information necessary to demonstrate and confirm how all specifications and required abilities outlined in the Statement of Work and Drawings are met.

e) Sufficient detail to demonstrate the offeror’s qualifications and ability to meet the delivery schedule identified in the Statement of Work and Item 5 of this solicitation.



f) Statement that fixtures will be built in accordance with the following industry standards: OSHA 29 CFR 1910 - Occupation Safety and Health Standards, NFPA 70 - National Electric Code (NEC), and ANSI/ISO/ASQ Q9001 Quality Systems.




  1. An offeror's price quote must include all shipping and freight costs. This should be clearly indicated in the quote.


  2. Award timeframe: Award is anticipated on or about 15 September 2023.

  1. Evaluation of quotations or offers, applies to this acquisition.

    The contracting officer shall evaluate quotations or offers, in an impartial manner, inclusive of transportation charges from the shipping point of the supplier to the delivery destination.





A. To assure timely and equitable evaluation of offers, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Offer shall consist of two (2) volumes:





1. Volume I - Price Proposal



2. Volume II – Technical Proposal





B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists Offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.





C. SPECIFIC INSTRUCTIONS:






  1. VOLUME I – PRICE - Submit one (1) electronic copy.





(A) Complete blocks 12, 17a, and 30a, b, and c of the SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.





(B) Insert proposed prices for the base year Contract Line Item (CLIN) and each option CLIN in the SF 1449.





(C) Complete the necessary fill-ins and certifications in provisions.






  1. VOLUME II – TECHNICAL PROPOSAL - Submit one (1) electronic copy. Please describe your capability and experience similar to the mechanical assembly weldment described in the Statement of Work. An Offeror shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the proposal. The following technical subfactors will be evaluated in accordance with.








    1. Subfactor One: The offeror’s proposal shall include an explanation of prior experience with building aluminum fabrications. The offeror shall present examples of prior work similar in nature. In addition, the offeror must be able to demonstrate competence with precision machining for mechanical assemblies. The proposal shall provide point of contact (POC), phone numbers, and contract numbers, if with Government, identifying their experience.

    2. Subfactor Two: The offeror’s proposal shall include evidence that they are able to meet drawing note 3 requirements to weld and inspect weld joints IAW AWS D1.1 & D1.2 (SOW Item 4).









D. DOCUMENTS SUBMITTED IN RESPONSE TO THIS RFQ MUST BE FULLY RESPONSIVE TO AND CONSISTENT WITH THE FOLLOWING:






  1. Requirements of the solicitation (Item Numbers), Statement of Work (SOW), Appendix A Performance Specification and government standards and regulations pertaining to the SOW.

  2. Evaluation Factors for Award.

  3. Please limit page number of Volume II – Technical Proposal to a maximum of 10 pages.





E. GENERAL INFORMATION






  1. INFORMATION REGARDING SUBMISSION OF OFFERS:

All companies or individuals responding must be registered with the System for Award Management (SAM) and Supplier Performance Risk System (SPRS) at the time of solicitation closing for their quote to be considered for award.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before an offer’s specified expiration time, the Government may accept an offer or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
