IAW FAR 5.201(a) and DFARS PGI 206.302-1(d) this is a Notice of proposed contract action and a request for information to increase the contract ceiling for the Information Technology Capabilities Contract (ITCC) II IDIQ contract, FA4600-21-D-0001. The Government intends to add additional contract scope on a sole source basis, using authority under FAR 6.302-1. ITCC II provides Information Technology (IT) Infrastructure support for United States Strategic Command (USSTRATCOM), USSTRATCOM detachments and Joint Force Component Commands, which share or augment USSTRATCOM missions at Offutt AFB. NE.





THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL





The PSC Code is DA01, and the NAICS Code is 541512 and the size standard is $30,000,000.00.





The 55th Contracting Squadron, Offutt AFB, NE intends to increase total contract value by $503M, from $887M to $1.39B. The ceiling increase is required to support USSTRATCOM as it conducts global operations in coordination with other Combatant Commands, Services, and appropriate United States Government agencies to deter and detect strategic attacks against the United States and its allies and is prepared to defend the nation as directed. In order to execute these operations, USSTRATCOM utilizes a highly specialized robust IT infrastructure consisting of multiple critical systems to include unclassified, secret and top-secret local area networks.





This action to increase the ceiling of the ITCC II contract is necessitated due to several reasons such as design and construction delays, 2019 flood/weather delays, and mission capability adjustments. Additionally, global response to the Covid-19 Epidemic severely impacted global supply chains and tripled the cost of the IT products and supplies required to sustain operations.





Since initial contract award, Programs of Record, mission partners, and supporting components who directly support USSTRATCOM’s mission have found efficiencies by co-locating within the C2F or utilizing the USSTRATCOM IT enterprise to support the warfighter. USSTRATCOM policy mandates that ITCC II is the USSTRATCOM contract vehicle for all IT products and services, installed in the C2F, to include IT procurement. These procurements were not anticipated/understood/known at the time of initial contract award. Performance on the ITCC II contract demands an intimate knowledge of the Operating Systems within USSTRATCOM. It is also imperative that USSTRATCOM does not have experiences of unacceptable delays in fulfilling requirements or unacceptable impact to current operations. The ceiling increase of $503M is required to provide the contract capacity to continue meeting mission requirements.





The total requested ceiling increase will allow for continued maintenance and sustainment activities, as well as ongoing development and operation activities of the current USSTRATCOM IT networks (classified and unclassified). To stop in the middle of the current activities, would cause unacceptable risk to our nation and place detrimental impacts and delays to USSTRATCOM missions. Subsequently, current ITCC II TS/SCI cleared personnel are familiar with the engineering, sustainment requirements, and Operating Systems.





The ITCC II contractor must possess and maintain a SECRET and additional caveat cleared facility. This includes storage capacity for SECRET and additional caveated documents and equipment. All contractor personnel shall be a United States citizen and possess/be eligible for a TOP SECRET security clearances and additional caveats. Most contractor individuals will require access at a higher level to include Sensitive Compartmented Information (SCI)/Nuclear Command and Control (NC2)/Special Access Program (SAP)/Special Access Required (SAR) or others. Final security requirements will be documented in the DD Form 254.





This notice is neither a request for a competitive proposal nor a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice and is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. If you believe your company can provide the ITCC II services at full performance starting 1 Jul 2024, you may provide a capability package within fifteen (15) days of this announcement. Capability packages shall be one electronic copy, in Adobe pdf format, and should not exceed 5 MB on one email. All packages shall contain UNCLASSIFIED material only. Capability packages should not exceed (5) pages, each single side counting one page, 8.5 x 11 inch, with one-inch margins, and font no smaller than 10 point Times New Roman.
