In accordance with FAR 6.305(a), the Government is making publicly available the justification to extend N3904021P0201 by 18 weeks on a sole source basis.
In August 2021, when the Navy awarded Purchase Order N3904021P0201 to Aggreko, LLC, it anticipated a need to rent the DCCU System for approximately 19 months (August 2021 to March 2023) in order to support repair work onboard the USS Greenville. Since then, the Navy has experienced a work stoppage followed by a work slowdown to address safety issues that have injured personnel. Currently, the Navy estimates that this event may have delayed the project’s overall repair schedule by at least 4 months, which creates the need to extend the rental of the existing DCCU System.
The Desiccant Climate Controlled Unity (DCCU) System provides dry and tempered process air for conditioning various spaces used for industrial applications, including multiple DCCU’s, a chiller, chilled water pump, chilled water hose manifolds, hose assemblies as well as the associated onboard controls to operate both the chilled water systems and DCCU’s in support of work. if the DCCU System was disconnected for any period of time, it would violate critical environmental and safety requirements. This equipment is required to maintain strict around the clock environmental conditions for shipyard work therefore there can be no break in service, deeming this equipment non-severable.
