The U.S. Army Corps of Engineers {USACE) Savannah District is issuing an Invitation for Bid (IFB) W912HN24B4001 for Project Number: XDQU212244, Demolish and Construct Aircraft Apron Expansion, Savannah International Airport, Georgia.

Note: This solicitation will result in a C-Type Stand-alone contract.

Type of Contract & NAICS: This Acquisition will be solicited using FAR Part 14, Sealed Bid Procedures for one (1) Firm-Fixed-Price (FFP) contract. The North American Industry Classification System (NAICS) code is 237310 – Highway, Street, and Bridge Construction, with size standard of $45M.

Product Service Code: Z2BD – Repair or Alteration of Airport Runways and Taxiways

Type of Set-Aside: This acquisition is being offered as an 100% Total Small Business Set Aside.

Construction Magnitude: In accordance with DFARS 236.204, the magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000.

Proposal Due Date: Proposal due date is 19 March 2024 at 1100am. Virtual Public Bid opening will be held at 1200 via WebEx which will be posted to SAM.gov Two Calendar Days prior to opening.

Site Visit: A site visit will be held on 26 Feb 2024 at 10:00 AM. In order to attend, contractors must submit NLT 4:00 PM, 22 Feb 2024: 1) Full name (First, Middle, Last) and 2) Company Name. No identification numbers (driver’s license, SSN, etc.) are needed. Send via email to Mark.T.Puhalla@usace.army.mil. Enter the base via the gate at the intersection of Davidson Drive and Oelschig Drive, Savannah, GA and park in the parking lot to the west of the gatehouse. POC is USACE PM Mark Puhalla at 912-652-5696. The Air National Guard will provide shuttle bus to the project site.

Period of Performance: The period of performance is 365 Calendar Days after the issuance of the notice to proceed.

Project Scope: The work involves the demolition and construction of a rigid pavement expansion aircraft parking apron with structural sections consisting of PCC concrete on unbound crushed stone base on cement stabilized base, on compacted subgrade. Construct asphalt (AC) pavement shoulder with structural section with wearing course, on AC Binder course, on top of prime coat, on top of unbound crushed stone base, on compacted subgrade. Construct RCP storm drains.

This project is fully designed, and all technical specifications and drawings are provided.

Registrations: System for Award Management (SAM)-Offerors shall maintain an active registration in the SAM database at https://sam.gov to be eligible for a Government contract award. Suppose the Offeror is a Joint Venture (JV). In that case, the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If an Offeror is not actively and successfully registered in the SAM database at the time of award, the Government reserves the right to award to the next prospective Offeror.
