THIS IS A SPECIAL NOTICE ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government seeks feedback from industry on an anticipated upcoming solicitation and invites qualified construction contractors to schedule a feedback session via the information
below.
The project is the design and construction of a new free standing courthouse of 190,478 gross-square-foot in Chattanooga, Tennessee utilizing the Construction Manager as Constructor (CMc) delivery method. The courthouse, once completed, will consist of seven (7) courtrooms, nine (9) chambers, and 40 inside secure parking spaces. The building will accommodate the
10-year needs (year 2031) of the court and court-related agencies with future expansion provisions to accommodate the court’s 30-year space needs (year 2051). These needs include approximately 2,400 usable square feet (3,597 gross square feet) of additional office and support space for the District Clerk, U.S. Probation Office and Bankruptcy Clerk. The project incorporates the Administrative Office of the United States Courts courtroom sharing policy. The project is currently in the site selection and pre design phase. The selected CMc contractor will provide pre-construction services providing cost and constructability input to the design team during the design phase and will ultimately be responsible for constructing the courthouse within the Guaranteed Maximum Price.
GSA is currently in the site selection phase and expects the site to be selected by second quarter CY 2024 with the federal government fully acquiring (i.e.owning) the site by second quarter CY 2025. Concurrent with the site selection phase, GSA is also currently developing a Program of Requirements (POR) under a Construction Manager as Advisor (CMa) contract.
Rather than requesting written responses, GSA invites qualified prime construction contractors with sufficient bonding capacity to schedule a virtual feedback session with the GSA project team by completing the following google form https://forms.gle/cZnfZ1QCe6XnGSMh9 (may need to copy and paste the URL into your web browser). We hope to schedule virtual feedback sessions the week of March 18 - 22 via google meets video conference.
Within a few days of completing the form, GSA Contracting Officer Will Peterson will confirm time slots with qualified contractors by emailing a meeting invitation and also provide copies of draft solicitation documents at that time. Participation in industry feedback sessions is NOT REQUIRED in order to respond to the solicitation. GSA currently anticipates the final solicitation will be issued on SAM.gov in the May/June 2024 timeframe.
