Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued.



The issuing office is US Marshals Service Justice Prisoner & Alien Transportation System (JPATS) FSD, 1251 Briarcliff Parkway, Suite 300, Kansas City, MO 64116 (15M300)



The solicitation number for this acquisition is 15M30024QA3700024 and it is being issued as a Request for Quote (RFQ). The government intends to award a Labor Hour contract resulting from this solicitation.



This combined synopsis/solicitation document and incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02 effective 01/22/2024.



This RFQ shall be set-aside for Small Business. The associated North American Industry Classification system (NAICS) code is 621999 and the business size standard is $20.5M.



FAR 52 .212.1 Instructions to Offerors- Commercial does apply to this acquisition with addenda to the provision.



FAR 52.212-1(g), Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.



The description of the service:



This contract is for in-flight paramedic services for U.S. Marshals Service-JPATS, 1251 N.W Briarcliff Parkway, Suite 300, Kansas City, Mo 64116.



The contractor will provide all labor, equipment, supplies, and supervision necessary to achieve the stated outcomes. All work will be performed in accordance with the performance work statement (PWS).



The period of performance is one base year with one 1-year option period.



“Offerors shall provide sufficient information for the Government to determine its level of confidence in the ability of the Offeror to perform the requirements of the RFQ based on an assessment of technical approach and related experience from the contractor.”



The evaluation factors will measure the Government’s confidence that the offeror understands the requirement, offers a sound approach, and will be successful in performing the contract.



Confidence Ratings Defined:



High Confidence - The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.



Some Confidence - The Government has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention.



Low Confidence - The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government intervention.



In accordance with FAR 13.106-1 the basis for award will be the offer that is determined to be the most advantageous, providing the best value after considering

(2) Related Experience and



(3) Price



Delivery is FOB DEST. Delivery location: General Aviation, 880 Mexico City Ave., Kansas City Mo. 64153.



Offerors must include a completed copy of FAR 52.212-3, Offeror Representation and Certifications- Commercial Items with their offer. If the offeror has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the offeror’s proposal.



FAR 52.212-4, Contract Terms and Conditions- Commercial Items, does apply to this acquisition with no addenda to the provision.



FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition. These specific clauses required are detailed in Sections C and I of this combined synopsis/solicitation.
