SOURCES SOUGHT SYNOPSIS



HOSES



The Defense Logistics Agency Maritime Puget Sound is issuing this sources sought and request for information as a means of conducting market research to identify parties having an interest in and the resources to support a material requirement in Bremerton, WA.



1. HOSE 3/4" X 25' XTRA FLEX 250PSI CORRUGATED PETROLEUM HOSE COUPLED MALE X FEMALE HD BRASS CAMLOCKS SS COLLARS

Hose, Nonmetallic, Nitrile Tube & Carboxylated Nitrile Cover: Coupled and Fully Assembled.



Application for Intended Use: Will be installed in a marine environment for use in Temporary Services for Shipboard Seawater / Fresh Water Suction/Discharge Services. When not in use, the hose will be coiled and stacked for storage in an area with fluorescent lighting.



1. Size: 3/4” I.D. by 25’ long.



2. Nominal OD: 1.20”



3. Vacuum: Full



4. Working Pressure: 250 PSI, minimum.



5. Burst Pressure: 1,000 PSI, minimum.



6. Rated bend radius: 10 inches or less.



7. Rated Continuous Temperature: -20ºF to 180ºF



Construction:



1. Tube: Extruded Nitrile synthetic rubber. Must meet Association for Rubber Product Manufacturers (ARPM) Class B standard for medium/high oil resistance. Hose shall be wrapped or mandrel type construction with a heavy enough wall construction to allow the use of crimped or swaged couplings with interlocking ferrules.



2. Reinforcement: Multiple braids of textile fabric with a high-tensile wire helix.



3. Cover: Carboxylated Nitrile Rubber with high abrasion resistance. The cover shall be formulated to provide resistance to UV and weathering adequate to prevent failure due to these causes for a minimum of 10 years when installed and stored described in this specification. ARPM Class A high oil resistance. High ozone resistance.



4. Cover Color: Black Outer Cover with a contrasting Red colored brand strip down the entire lay line with contrasting lettering.



5. Hose end assembly shall be accomplished in accordance with established National Association for Hose Accessories



Distribution (NAHAD) certification standards.



6. Each hose assembly shall have the following components installed at each end:



a. 1st Hose End: Brass, 1” Cam & Groove Coupler by Hose Shank, with Stainless Steel Cam Arms, Pins, Pull Rings, and



Passive Locking Device. PT Coupling Company, Part # 3/4CSLII, Item # 1290307.



b. 2nd Hose End: Brass, 1” Cam & Groove Adapter by Hose Shank. PT Coupling Co., Part # 3/4E, Item # 1200507.



c. End Fitting Interlocking Ferrules: End fittings shall be coupled to the hose with PT Coupling Co., PROGRIP™ C50SS Stainless Steel Crimp Ferrules. Ferrules to be sized to match the hose and end fittings. No “or equal” bands, hose clamps, or sleeves will be accepted.



7. All end fittings must be made from virgin brass, meet Commercial Item Description (CID) A-A-59326 and shall have a working pressure of 250 PSI or greater. Any manufacturers hose end coupling offered other than the above referenced part numbers must be approved by PSNS & IMF Code 270TS.



8. Branding / Marking: Hose shall be continuously ink-branded, stencil painted, Mylar or stripe branded /marked with ½” minimum height lettering in a contrasting color to the Red band strip and Black Outer Cover of the hose.



The lettering shall state as a minimum:




  1. Standard Hose Brand/Line/Model number, Working Pressure, Date of Manufacture

  2. PSNS & IMF S/99



9. Price quotes for market survey request will not be accepted without the hose, fitting, and ferrule manufacturer cut sheets or product



description sheets attached, which shall include as a minimum the technical characteristic of the components and the manufacturer’s address, telephone/fax number and manufacturer point of contact. The market survey price quote must reference the manufacturer’s part numbers for the item quoted.



10. All quoting vendors, if requested, must submit a five-foot long hose assembly at vendor expense, for destructive testing analysis.



11. All ”Or-Equal” offers must be approved by PSNS & IMF Temporary Services Engineering, Code 270TS prior to purchase.



Hose Test & Assembly Certification:



Each hose assembly shall be hydrostatically strength tested with commercial clean water as a test medium, at 275 (+10, -0) PSIG for 10 minutes. Each certified hose assembly is to be assigned by the manufacturer a unique serial number, to be permanently stamped or etch marked on the hose ferrule of each hose end. Hose manufacturer shall certify that hose assemblies are free of leaks, deformation, layer separation, excessive twisting or kinking; that end fittings are not damaged or faulty, and that the end fittings and ferrules are properly positioned on the hose ends, in accordance to NAHAD standards, also that the hose is does not have hairline cracks, breaks, abrasions, soft spots, bulges, or other defects in the outer cover. Written certification of satisfactory hose end assembly in accordance with NAHAD standards and satisfactory hydrostatically tested certification for each hose assembly shall be provided with shipped hoses. Written certifications shall include the witness signature of the tester, test date and must correspond to each unique hose serial number.

  6. Each hose assembly shall have the following components installed at each end:

Branding / Markings: In addition to the manufacturer’s standard markings the hose is to be continuously Mylar or Stripe Branded / marked the following in 1/2” (minimum) lettering, which must be in a contrasting color or background to the outer cover of the hose. 11. PSNS & IMF Engineering Code 260.5 must approve all exceptions and Or-Equal offers prior to purchase.



Construction:



12. Tube: Hose Inner Tube construction to be CR/SBR/Black synthetic rubber or blend. Hose inner tube must meet



Rubber Manufacturer’s Association (R.M.A.) Class B standard for medium oil resistance. Hose shall be wrapped or



mandrel type construction. Hose construction to be such that it maintains a round consistency when not pressurized



(i.e. No Lay Flat Hose).



13. Reinforcement: Multiple spiral-plied synthetic high tensile textiles.



14. Outer Cover: Wrapped finish with EPDM/SBR/Black synthetic rubber or blend. Hose must meet RMA Class C standards



for limited oil resistance.



15. Cover Color: Black, Green, or Blue. Yellow is not acceptable.



16. Hose end assembly shall be accomplished in accordance with established National Association for Hose & Accessories Distribution (NAHAD) certification standards.

12. Tube: Hose Inner Tube construction to be CR/SBR/Black synthetic rubber or blend. Hose inner tube must meet



Rubber Manufacturer’s Association (R.M.A.) Class B standard for medium oil resistance. Hose shall be wrapped or



mandrel type construction. Hose construction to be such that it maintains a round consistency when not pressurized



(i.e. No Lay Flat Hose).



13. Reinforcement: Multiple spiral-plied synthetic high tensile textiles.



14. Outer Cover: Wrapped finish with EPDM/SBR/Black synthetic rubber or blend. Hose must meet RMA Class C standards

Hose Test & Assembly Certification:



Each hose assembly shall be hydrostatically strength tested with commercial clean water as a test medium, at 225 (+10,-0) PSIG for 10 minutes. Each certified hose to be assigned by the manufacturer a unique serial number, to be permanently stamped or etch marked on the hose ferrule of each hose end. Hose manufacturer shall certify that hose assemblies are free of leaks, deformation, layer separation, excessive twisting or kinking; that end fittings are not damaged or faulty, and that the end fittings and ferrules are properly positioned on the hose ends, in accordance to NAHAD standards. Also that the hose is does not have hairline cracks, breaks, abrasions, soft spots, bulges, or other defects in the outer cover.
